1.  Fort Riley will host a holiday tree lighting ceremony at 5:30 p.m. Dec. 6 in front of Garrison headquarters, 500 Huebner Rd. The senior commander will address the crowd, and the Family of the year will flip the switch to light up the holiday tree. Caroling and music by the 1st Infantry Division Band will entertain attendees. For more information, call 785-239-6398.

 

 

2.  Picerne Military Housing will host Stories with Santa for all on-post Family housing residents Dec. 7 at the McClellan Place Neighborhood Center. The event will feature holiday crafts, photos with Santa and story times at 2:30, 3:30 and 4:30 p.m. There is no charge to attend. Children must be accompanied by an adult. Parking is available at the neighborhood center located at 6728 McClellan Loop.

 

 

3.  Trees for Troops, a program that provides holiday trees for free to active-duty military Families, will be at Fort Riley from 9 a.m. to 5 p.m. Dec. 7 to 9. For more information, call 785-239-2363.

 

 

4.  Irwin Army Community Hospital will host Breakfast with Santa from 8 to 10 a.m. Dec. 8 at the IACH Dining Facility. There will be crafts for the kids along with pictures with Santa. Breakfast is $3.25 and includes two eggs, one piece of sausage or bacon, one pancake and milk. Parents can opt for coffee. For more information, call 785-239-7494.

 

 

5.  Come take a picture with Santa underwater at the Scuba with Santa event starting at 10 a.m. Dec. 8 at Eyster Pool. Cookies and hot chocolate also will be served. The event is free to the public. For more information, call 785-239-9441.

NAVY

            Bechtel Plant Machinery Inc., Monroeville, Pa., is being awarded a $330,062,354 cost-plus-fixed-fee modification to previously awarded contract (N00024-12-C-2106) for naval nuclear propulsion components.  Work will be performed in Monroeville, Pa. (91.09 percent) and Schenectady, N.Y. (8.91 percent).  Contract funds in the amount of $252,944,335 will be obligated at the time of award.  Contract funds in the amount of $1,563,694 will expire at the end of the current fiscal year.  No completion date or additional information is provided on naval nuclear propulsion program contracts. The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

            Exelis Inc., Alexandria, Va., is being awarded a $93,261,183 indefinite-delivery/indefinite quantity, cost-plus-fixed fee contract, with provisions for cost-plus-fixed-fee orders for the procurement of material and services to design, procure, install and maintain the Adaptive Persistent Awareness Systems.  The Adaptive Persistent Awareness Systems is an integrated system that provides command, control, communication, computers and intelligence, surveillance and reconnaissance, and persistent awareness.  Work will be performed in various naval facilities worldwide and is expected to be completed by November 2017.  Contract funds in the amount of $100,000 will be obligated at the time of award, and will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with two offers received.  The Naval Surface Warfare Center Panama City Division, Panama City, Fla., is the contracting activity (N61331-13-D-0004). 

            Electric Boat Corp., Groton, Conn., is being awarded a $61,695,425 cost-plus-fixed-fee modification to the previously awarded contract (N00024-09-C-2100) for continued procurement of Common Missile Compartment prototype material, manufacturing, and test for the Ohio Replacement Program.  This contract combines purchases for the U.S. Navy (79 percent) and the Government of Great Britain (21 percent) under the Foreign Military Sales Program.  Work will be performed in Groton, Conn., and is expected to be completed by October 2015.  Contract funds in the amount of $48,556,216 will expire at the end of the current fiscal year.  Supervisor of Shipbuilding Conversion and Repair, Groton, Conn., is the contracting activity.

            Exelis Inc., Amityville, N.Y., is being awarded a $19,385,000 firm-fixed-price contract for the procurement of 124 BRU-55 Bomb Rack Units and spares for the governments of Australia and Canada.  Work will be performed in Amityville, N.Y., and is expected to be completed in July 2014.  Contract funds in the amount of $19,385,000 will be obligated on this award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  This contract combines purchases for the Government of Australia ($9,823,865; 51 percent) and the Government of Canada ($9,561,135; 49 percent) under the Foreign Military Sales Program.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-C-0015).   

            ManTech Telecommunications and Information Systems Corp., Herndon Va., is being awarded a $9,754,212 delivery order (0002) under previously awarded indefinite-delivery/indefinite-quantity contract (M67854-12-D-5508) for the procurement of 112 field service representatives and instructors for the Mine Resistant Ambush Protected (MRAP) Cougar Family of Vehicles Program.  Work will be performed in Afghanistan, Jordan, and various locations in the continental United States, and work under the delivery order is expected to be complete Dec. 31, 2013.  The applicable fiscal year 2013 Operations and Maintenance Marine Corps funds will expire at the end of the current fiscal year.  Marine Corps Systems Command, Quantico, Va., is the contracting activity. 

            Simmonds Precision Products Inc., doing business as Goodrich Sensors and Integrated Systems, Vergennes, Vt., is being awarded a $6,879,152 modification to a previously awarded firm-fixed-price contract (N00019-12-F-4003) to exercise an option for the procurement of 28 integrated mechanical diagnostic and health usage monitoring system kits in support of the AH-1Z and UH-1Y aircrafts.  Work will be performed in Vergennes, Vt., and is expected to be completed in May 2014.  Contract funds in the amount of $6,879,152 are being obligated on this award, and none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity. 

DEFENSE LOGISTICS AGENCY

            Constellation New Energy, Baltimore, Md., was awarded contract SPE600-13-D-8006.  The award is a firm-fixed price contract with a maximum $46,836,494 for electricity.  Other locations of performance are Maryland and District of Columbia.  Using military service is Navy.  There were one hundred and ten solicitations with seven responses.  Type of appropriation is fiscal 2012 through fiscal 2014 Service Funds.  The date of performance completion is Dec. 31, 2014.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va. 

AIR FORCE

            L-3 Communications Corp., Arlington, Texas, (FA8621-13-C-6332) is being awarded a $22,600,000 contract for the Iraq Aircrew Training System.  The location of the performance is Arlington, Texas.  Work is expected to be completed by March 31, 2015.  The contracting activity is AFLCMC/WNSK, Wright-Patterson Air Force Base, Ohio.  Contract involves foreign military sales to Iraq.

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

            IBM Corp., San Jose, Calif., is being awarded an $11,986,879 modification to a cost-no fee contract (HR0011-09-C-0002).  The SyNAPSE program seeks to break the programmable machine paradigm and define a new path forward for creating useful, intelligent machines.  For Phase 3, the performers propose to deliver key innovative accomplishments along the dimensions of hardware, perception and simulation that retire key risks associated with scaling neurocomputational systems based on the TrueNorth chip and architecture.  Work will be performed in San Jose, Calif. (68 percent); Ithaca, N.Y. (2 percent); Los Angeles, Calif. (9 percent); Malibu, Calif. (3 percent) and Zurich, Switzerland (18 percent).  The work is expected to be completed by March 2014. The Defense Advanced Research Projects Agency is the contracting activity.

            Today, Secretary of Defense Leon Panetta hosted Czech Minister of Defense Alexandr Vondra at the Pentagon.  They discussed U.S.-Czech bilateral defense cooperation, the posture of U.S. forces in Europe, plans for increasing interoperability among NATO Allies, Afghanistan transition, and the situation in Syria.  They also exchanged ideas about the development of a Multinational Aviation Training Center, a Czech-led Smart Defense initiative, which Secretary Panetta endorsed wholeheartedly.  Secretary Panetta thanked Minister Vondra for the Czech Republic's unwavering support for operations in Afghanistan and praised the strong state of U.S.-Czech defense cooperation.

Staff College Offers New Joint Course in Tampa

NORFOLK, Va., Nov. 20, 2012 - Officers and civilians will soon have an additional avenue to pursue professional education, thanks to a non-resident satellite Phase II Joint Professional Military Education course that will launch in January in Tampa, Fla.

The satellite JPME II format will be nearly identical to the in-residence program taught at National Defense University's Joint Forces Staff College in Norfolk, Va. JFSC will oversee and conduct the 10-week satellite course, which will be offered up to four times annually.

This is a pilot initiative authorized by Congress to complement the current in-resident program at JFSC. Those eligible are officers in the grades of major, lieutenant colonel, and colonel, and a limited number of civilians in equivalent grades.

The program aims to supplement the current pipeline of students attending JPME II and prove the educational validity of completing JPME II in a non-resident format, according to Dr. Ken Pisel, JFSC non-resident satellite program director. It will not reduce the number of students attending JFSC in residence.

The satellite course will primarily look to fill slots from those assigned to U.S. Central Command and U.S. Special Operations Command; however, the military services can potentially look elsewhere to fill any vacant slots.

Centcom and Socom will nominate students and services will assign them to the course. Students will be in a local temporary duty status and engage full-time in the curriculum.

With Congressional approval, the long-term goal is to eventually offer this satellite program at other combatant command locations.

Military-to-Civilian Skills Credentialing Pilot Underway

WASHINGTON, Nov. 20, 2012 - After completing an analysis of industry and employment trends, the Defense Department has embarked on a pilot program to help service members obtain civilian professional credentials, the department's director of training readiness and strategy told reporters today.

Frank C. DiGiovanni said five occupational areas were selected for the pilot program -- aircraft mechanic, automotive mechanic, health care, supply and logistics, and truck driver. A total of 17 military specialties are covered under these five areas, which align with Department of Labor's standard occupational classifications, he noted.

To select the occupations, he said, the department looked at the private sector for areas where there would be average or better growth coinciding with high numbers of projected job openings.

"What we've asked the services to do ... is to look at those five areas, look at their specific military occupational codes, marry them up and get some people into the pilot program," DiGiovanni said.

The program began in October, he said, and as it progresses, officials will examine whether existing military training is sufficient to qualify service members for civilian credentials. Where the current training is found to be insufficient, DiGiovanni added, the department will determine if the program can be adjusted or if training from external sources is necessary.

Training is just part of career development, however. "Some of these licenses and credentials require a certain level of experience to qualify," he said. So, the program will eventually assess service members at various stages in their military careers, he said.

Military officials will also assess the program's success from the perspective of the three key participant groups, DiGiovanni said. "The first is the individual," he said. "Did they feel they got what they needed to go out and compete?"

The second group, technical schools and supervisors, will be surveyed to determine whether meeting the requirements of a civilian certification program helped them or if it created additional challenges, DiGiovanni said.

As the service members involved in the pilot program transition from military service, a third group, employers, will be surveyed, he said.

"We'd have to go to some of the industry folks and say, 'The fact that [service members] were able to get some of these licenses or credentials while on military service, did that help in your decision to hire an individual? What kind of employee are they?'" he said.

"For us, the objective really is honoring the service of our service members and helping them ... while they're in the service to professionalize and expand their knowledge in these occupational areas," DiGiovanni said.

The program's second aim is to determine whether conducting this type of training through the services is cost-effective, he said. Other options could include vocational training through the Department of Labor or Veterans Affairs, he added.

The pilot is one of several DOD Credentialing and Licensing Task Force initiatives, said Eileen Lainez, a spokesperson for the Defense Department.

"We're looking at how we can better document and translate military training and experience so that civilian credentialing agencies and states can better understand the nature of military training and award appropriate credit," she said.

"Industry has told us ... that military members bring several advantages to the table," DiGiovanni said. Employers consider service members and veterans to be diligent, efficient and reliable, he said.

Service members and veterans report that their military experience provided them with leadership and problem-solving skills, adaptability and the ability to work in teams, he added. "In many industries ... the training and experience they have in the military gives them a jump start," he said.

"However, civilian employers also report that translating military skills to civilian job experience is one of the biggest challenges of hiring employees with military experience," Lainez said. "Civilian credentials provide a means of doing this translation."

President Issues Thanksgiving Day Proclamation

WASHINGTON, Nov. 20, 2012 - "As we reflect on our proud heritage, let us also give thanks to those who honor it by giving back. This Thanksgiving, thousands of our men and women in uniform will sit down for a meal far from their loved ones and the comforts of home. We honor their service and sacrifice. We also show our appreciation to Americans who are serving in their communities, ensuring their neighbors have a hot meal and a place to stay," President Barack Obama said in his proclamation issued today declaring Nov. 22 as Thanksgiving Day.

The proclamation reads:

"On Thanksgiving Day, Americans everywhere gather with family and friends to recount the joys and blessings of the past year. This day is a time to take stock of the fortune we have known and the kindnesses we have shared, grateful for the God-given bounty that enriches our lives. As many pause to lend a hand to those in need, we are also reminded of the indelible spirit of compassion and mutual responsibility that has distinguished our Nation since its earliest days.

"Many Thanksgivings have offered opportunities to celebrate community during times of hardship. When the Pilgrims at Plymouth Colony gave thanks for a bountiful harvest nearly four centuries ago, they enjoyed the fruits of their labor with the Wampanoag tribe -- a people who had shared vital knowledge of the land in the difficult months before. When President George Washington marked our democracy's first Thanksgiving, he prayed to our Creator for peace, union, and plenty through the trials that would surely come. Transcom Strives to Protect Networks Against Cyberthreats

SCOTT AIR FORCE BASE, Ill., Nov. 20, 2012 - The new Joint Cyber Center here at U.S. Transportation Command is helping protect against persistent cyberattacks while ensuring secure, uninterrupted access to the networks that underpin the command's global mission.

Transcom gets more cyber attacks than nearly every other U.S. combatant command. The command experienced 44,551 "computer network events" during 2011 alone, and intrusion attempts are increasing, Air Force Gen. William M. Fraser III, Transcom's commander, told Congress earlier this year.

Those breaches, if not detected and defeated, could bring the military's global transportation and distribution enterprises to their knees.

Unlike most combatant commands that interface primarily with other secure military and government networks, Transcom relies heavily on commercial partners that deliver 70 percent of its supplies and passengers around the world, Fraser told legislators.

Ninety percent of the command's distribution and deployment transactions are conducted in cyberspace, he said, much of it using unclassified and commercial systems lacking the safeguards provided on dot-mil and dot-gov networks.

"We are very cognizant of the fact that U.S. Transcom movements represent an Achilles' heel for U.S. power projection en route," said Air Force Lt. Col. Robert Hume, the Joint Cyber Center's intelligence branch chief. "If that is where you want to disrupt what the U.S. military does, that is where you go."

Recognizing this vulnerability, Fraser identified unfettered access to secure information networks as one of four major focus areas in the command's recently released five-year plan.

"Every day, U.S. Transcom operates in a cyber domain that is increasingly at risk," he noted in releasing the plan. "Cyber defense is a command imperative. We must be much more proactive in protecting our information technology infrastructure and the credibility of the information we exchange with our allies and national partners."

The new Joint Cyber Center, established last spring, is taking the lead in this endeavor.

As part of the Defense Department's new cybersecurity strategy, Defense Secretary Leon E. Panetta last May directed every combatant command to stand up such a center, explained Air Force Col. David Johnson, chief of Transcom's Joint Cyber Center.

Secure cyber networks are vital to every combatant command, "whether it is a geographic combatant command fighting the war or a functional combatant command moving materials around the world," Johnson said. "Information is how you provide the direction to your sub-units."

Panetta gave the combatant commands free rein to organize their centers based on their own requirements, spelling out 65 specific tasks to accomplish. He designated a transitional evaluation period to determine which structure proved most effective.

Transcom already had a running start when Panetta's mandate came down. About 10 years ago, far-sighted leaders at the command established an informal joint cyber center to protect their networks. That framework brought together the command's plans and operations, communications and intelligence capabilities to confront the cyber challenge.

"So when we stood up our [Joint Cyber Center], all we really did was take the three entities that already existed and were working together and put them into the same office," Johnson said. "The relationships were already there."

The new JCC operates as a 24/7 command-and-control center, focusing on three basic functions, he explained. Working with other elements of Transcom's Command, Control, Communications and Cyber Systems directorate, its members help secure the command's information networks and help its partners secure theirs. The JCC also directs defensive operations to protect these networks and offensive operations to stop cyberattacks in progress.

Johnson emphasized that unlike other combatant commands that could use offensive cyberspace operations to create a battlefield effect, Transcom concentrates primarily on defensive operations. Offensive cyberspace operations, if required, would be conducted by U.S. Cyber Command, and only to defend against an attack, he said.

"We are aware what is available to us, and have the capability to use it. But we don't see ourselves using it the same way that geographic combatant commands do," Johnson said. "We look at the capabilities on the offensive side primarily to beef up our defense."

Johnson called Transcom's decision to maintain an embedded intelligence cell within the JCC one of its strengths. "It gives us incredible insight into enemy capabilities and intent," he said.

Intelligence experts are "quite literally analyzing, in near-real time, the activity on our networks, and they are able to see enemy activity and react to it," Johnson said. "We understand the adversary, and we understand what he is doing faster than most of the networks in the Department of Defense."

Facing "a persistent and pervasive threat to our mission networks and those of our commercial partners," Hume said Transcom does "a very good job at detecting, characterizing and thwarting this activity."

The command's efforts recently garnered Transcom the National Security Agency's prestigious Frank Byron Rowlett Award for excellence in information systems security. Transcom has been a finalist in the competition for the last three years and won first place in 2003.

But despite a strong track record, Hume recognized that "your networks and your data are only as strong as your weakest link."

To reinforce those weakest links, Transcom established a chiefs of information forum to help contractors improve their information assurance practices. The command's acquisition directorate stood up a commercial executive advisory board to educate commercial vendors about the cyberthreat, and changed language in Transcom contracts to hold contractors to specific standards in protecting their data systems.

Transcom also is considering creating a secure network for non-DOD contractors to use for communications concerning command missions.

Contractors, recognizing their own vulnerability, are anxious to strengthen their cyberdefenses, Hume said. "This is a two-way street in that adversaries attempting to leverage access to [contractors'] networks to gain access to U.S. government data also enables them to gain access to their own corporate data and theoretically, undermine their business models," he said.

Johnson emphasized the fine line between espionage and a cyberattack.

"If I break into your system and see what you are doing, it is only one more keystroke to disrupt what you are doing, because I am already into your network," he said. "People don't understand that once they are in there spying, it is exceptionally easy to change what they are doing and attack. It is just a matter of intent.

"And that is something we are cognizant of every day here at Transcom," Johnson continued. "It's a recognition that guides everything the JCC does."

Face of Defense: Data Network Specialist Keeps Marines Connected

Marine Corps Lance Cpl. Nicholas Patterson, data network specialist and information assurance noncommissioned officer-in-charge for Regimental Combat Team 7 here, performs two jobs and never skips a beat.

"I monitor the security for the network to ensure classified information stays classified," said Patterson, who hails from Green Bay, Wis. "I also troubleshoot networks for thousands of users and it's my job to make sure they have network capabilities and a means of communication wherever they are in Afghanistan."

Not satisfied with just making sure the networks are up and running correctly, the 21-year-old Patterson also ensures the farther the Marines push from the larger bases that their service is never far behind.

"I also do satellite communications to the more austere locations like the [forward operating bases] and [combat outposts] and extend the network reach so the guys that need to push out can still have the same service," Patterson said.

Patterson's responsibilities are typically performed by a sergeant, but his desire to do the job well makes him a natural fit for the billet.

"I'm a quick learner and can keep up with everything, but sometimes it becomes very difficult troubleshooting systems outside your location," Patterson said. "Being able to see the configurations and trying to help them over the phone gets complicated at times."

Patterson loves being a Marine, and his service to something larger than himself began before he stepped on the yellow footprints at boot camp.

"My church group in Green Bay built houses in Minnesota for those less fortunate," Patterson said. "When I played sports in high school, we also helped out with different charity organizations, and we would go over there and do our part for our community. During Christmas time, my wrestling team would sing carols at local hospitals. We went from floor-to-floor and anybody that wanted to listen we'd sing [to], but we went there to sing for the kids."

Patterson's drive to become a Marine came from a competitive spirit and a desire to show his grandfather he had what it took to be successful in the military.

"My grandfather was in the Air Force during the Vietnam era, and he always bragged about it," Patterson said. "I wanted to be the grandchild that went above and beyond what he had already done. I'm very competitive, and I played a lot of contact sports. I wanted to one-up everybody, so I wanted to join the Marine Corps."

Now with two years in the Corps, Patterson says he would like to stick with his current career path and finish strong on this deployment.

"I'm glad I became a data Marine, and I want to see how this deployment goes," Patterson said. "The Marine Corps has been good to me, so I'll probably stay in. Doing data in the Marine Corps has given me a skill that will serve me throughout my life."

Also, to no surprise to anyone from the Green Bay area, Patterson is a die-hard Green Bay Packers fan.

"I've been a Packers fan since birth," he said with a laugh. "Every kid has their own blanket when they go to sleep as a baby. Mine was a Packers blanket, and it's been that kind of devotion to the team since."

Patterson shows the same devotion for his team and his career, and his chain of command has taken notice.

"Lance Cpl. Patterson is a consummate professional with his technical expertise with data [communications] and brings enthusiasm and a strong work ethic every day," said Gunnery Sgt. Albert Perez, RCT-7 cyber security manager and Patterson's staff noncommissioned officer-in-charge. "I hope he stays in the Marine Corps because he has a lot of potential and any task he's given or takes on his own, it just gets done."

Combined Force Arrests Taliban Weapons Facilitator

From an International Security Assistance Force Joint Command News Release

KABUL, Afghanistan, Nov. 20, 2012 - An Afghan and coalition security force arrested a Taliban weapons facilitator in Afghanistan's Kandahar province today, military officials reported.

The arrested facilitator is alleged to have supplied weapons, ammunition and improvised explosive devices to insurgents throughout Kandahar province, officials said.

The security force also seized an assault rifle and assorted ammunition during the operation.

In other Afghanistan operations today:

-- A combined force arrested a Haqqani senior leader in Khost province. The arrested leader is believed to have facilitated the movement of insurgents and directed IED emplacements for attacks on Afghan and coalition forces. The security force also detained one other suspected insurgent.

-- In Logar province, a combined force arrested a Haqqani leader and weapons facilitator. The arrested leader is alleged to have organized the acquisition and transfer of weapons to insurgents for attacks against Afghan and coalition forces throughout the province.

In operations yesterday:

-- A combined force killed a number of heavily-armed insurgents in Ghazni province. The security force observed the armed insurgents firing several heavy weapons toward the Khugyani District Center. The security force engaged the insurgents, killing them.

-- A combined force killed an insurgent in Nangarhar province.

And on Nov. 18, combined forces in Helmand province arrested a Taliban IED facilitator and seized 20 pounds of illegal narcotics. The arrested facilitator is believed responsible for the storage and shipment of homemade explosives and IED-making materials from across the Afghan border into central Helmand.

DOD Identifies Marine Casualty

            The Department of Defense announced today the death of a Marine who was supporting Operation Enduring Freedom. 

            Lance Cpl. Dale W. Means, 23, of Jordan, Minn., died Nov. 18, while conducting combat operations in Helmand province, Afghanistan.  He was assigned to Combat Logistics Battalion 2, Combat Logistics Regiment 2, 2nd Marine Logistics Group, II Marine Expeditionary Force, Camp Lejeune, N.C.

Ex-Im Approves Approximately $500 Million To Finance Export Of 787s To Poland LOT Airlines Took Delivery Of Its First Dreamliner Earlier This Month


The board of the Export-Import Bank of the United States (Ex-Im Bank) has
authorized a comprehensive guarantee of an approximately $500 million loan
to Polskie Linie Lotnicze LOT S.A. (LOT Airlines) for the export of a fleet
of Boeing 787 Dreamliner aircraft to Poland. Apple Bank for Savings of New
York extended the loan.



Boeing delivered the first Dreamliner to LOT Friday, November 9 in Everett,
WA (pictured). The Dreamliner departed Seattle Thursday and arrived in
Warsaw, Poland Friday. LOT will be the first European airline to operate the
Dreamliner, and it was also the first European airline to operate the Boeing
767.


Ex-Im Bank's financing will support approximately 2,500 U.S. jobs, according
to bank estimates derived from Departments of Commerce and Labor data and
methodology. "This landmark transaction brings American state-of-the-art
aircraft to a competitive marketplace in Europe," said Ex-Im Bank Chairman
and President Fred P. Hochberg. "By leveling the playing field, the Bank's
financing benefits business in both America and Poland and supports
thousands of jobs in the U.S."


Founded in 1928, LOT became the first airline in Central and Eastern Europe
to operate American-manufactured aircraft. It is also the only airline that
currently offers non-stop flights between the U.S. and Poland. The fleet of
Dreamliners, which will contribute to LOT's efforts to simplify, modernize,
and upgrade its operations, will continue LOT's non-stop North American
service by flying routes to Warsaw from Chicago, New York, and Toronto.


"The Dreamliner delivery is yet another historic first for LOT, already one
of the world's oldest continuing airlines, as it becomes the first airline
in Europe to operate the 787," said Todd Nelp, vice president for European
sales at Boeing Commercial Airplanes. "We're thankful that Poland's flag
carrier puts its faith in American aviation know-how, and that Ex-Im Bank is
there to support our customers who enable and sustain thousands of U.S.
technology jobs."


Nippon Export and Investment Insurance of Japan is co-financing the
transaction.


As of the end of FY 2012, Ex-Im Bank's credit exposure in Poland totaled
$5.5 million.

USAF: Safety Paramount As F-22 Accident Investigation Continues Jet Went Down In Florida Last Week


The pilot of an F-22 Raptor, assigned to the 43rd Fighter Squadron, safely
ejected as the jet crashed November 15 around 1530 EST on Tyndall Air Force
Base, FL, one-quarter mile east of the base's drone runway.



According to the Air Force, despite initial media speculation, there are no
indications that point to the life support system leading to this incident
or playing any role in this crash. A thorough investigation is being
conducted in accordance with standard Air Force and Department of Defense
policy. The pilot was conducting a routine training mission when first
responders were alerted of a problem via an in-flight emergency call and
were on scene fighting the fire within two minutes of the incident. "Our
first responders reacted quickly and professionally due to the extensive
training we conduct here at Tyndall," said Col. David Graff, 325th Fighter
Wing commander. "In addition, the pilot received top-notch care from our
medical group."

A safety team at Eglin AFB began interviewing witnesses, maintainers and
other individuals immediately after the incident. "Right now, our number one
priority is the safety of our Airmen and all involved as we secure the scene
of the incident," Graff said.

The first step taken in the securing process was a sweep by explosive
ordnance disposal Airmen for any parts of the aircraft that may be
explosive. Follow-on steps include addressing environmental and biological
hazards. Most modern aircraft are made of composite fibers, which can create
health concerns for people on the scene when the plane catches fire.

First responders at Tyndall AFB are well trained and equipped to respond to
aircraft crashes and minimize their effects on surrounding areas, Graff
said. Throughout the initial and continued responses all personnel have worn
the appropriate protective gear, and they will continue to do so until the
immediate site of the crash is deemed safe.

While safety is the primary concern, preserving the accident scene is a
critical part of the investigation. All evidence will be photographed and
tagged to preserve all evidence for the official safety investigation board
members.

Iranian Charged In U.S. Aircraft Part Export Scheme Accused Of Plotting To Ship Military-Grade Parts To Iran


An Iranian national has been charged in a plot to illegally ship
military-grade U.S. aircraft parts to the Islamic Republic of Iran, which
was thwarted by the U.S. government.



A Grand Jury in the Southern District of New York returned a six-count
Indictment charging Alireza Moazami Goudarzi, an Iranian national, with
various offenses related to a scheme to illegally export military and
civilian aircraft parts from the United States to Iran. Goudarzi, 28, was
arrested in Kuala Lumpur, Malaysia, by Malaysian authorities, on October 24,
2012, pursuant to a provisional arrest warrant. He is currently in Malaysian
custody pending extradition proceedings. The case has been assigned to U.S.
District Judge Kevin P. Castel.


“As alleged, Alireza Moazami Goudarzi aggressively sought to purchase
and export military-grade aircraft parts and other materials to Iran in
violation of multiple statutes and regulationsn," said Manhattan U.S.
Attorney Preet Bharara in a news release Thursday. "Goudarzi brazenly
discussed his willingness to pay higher prices in order to circumvent the
embargo, and used multiple aliases and an international network of
co-conspirators in his attempts to trans-ship materials to Iran, as is
detailed in the allegations. Ultimately, Goudarzi was thwarted in his
alleged attempts by the outstanding work of domestic and international law
enforcement who quickly acted on a tip by a supplier who did the right thing
and performed a great service.”


“(The) Indictment reinforces HSI’s commitment to dismantle
foreign procurement networks seeking to obtain sensitive technologies and
components. These procurement networks pose a serious threat to our National
Security," said HSI New York Special Agent-in-Charge James T. Hayes, Jr. "We
will continue to work tirelessly with our law enforcement partners, both
domestic and foreign, to disrupt and dismantle these organizations and
prevent the unlawful acquisition of these technologies and goods.”


According to the allegations contained in the Indictment returned yesterday
and a criminal complaint previously filed Manhattan federal court:


During October 2010, Goudarzi contacted a United States supplier (the
“Supplier”) seeking to buy certain civilian aircraft parts for
shipment to Iran, and, as an incentive, offered to pay more than market
value because of the embargo on sending these parts to Iran. After the
Supplier referred the solicitation to investigating agents, an undercover
agent (the “UC”) began corresponding with Goudarzi regarding the
proposed purchase, as well as other purchases of aircraft parts that
Goudarzi sought to buy from the UC. Those purchases included rotor blades
for a particular model of attack helicopter, and most recently, jet engine
parts listed on the United States Munitions List – a list of defense
articles that cannot be legally exported from the U.S. without a license
from the State Department. Goudarzi met with the UC in person to purchase
those parts and made payments to the UC towards their purchase. Throughout
his negotiations with the UC, Goudarzi frequently changed the
names associated with his email and other electronic communications accounts
in order to avoid detection by law enforcement authorities. Goudarzi
employed the aliases Mikel Scofield, Saeed Ebrahimi, Sebastian Wilson,
Richard Bocher, and Mike Brown.


The Indictment charges Goudarzi with one count of conspiring to violate the
International Emergency Economic Powers Act, together with Executive Orders
and United States Treasury regulations, one count of conspiring to violate
the Arms Export Control Act and regulations promulgated thereunder, one
count of attempting to violate the Arms Export Control Act and regulations
promulgated thereunder, one count of conspiring to commit money laundering,
and two counts of money laundering. The count alleging a conspiracy to
violate the Arms Export Control Act carries a maximum sentence of five years
in prison; each of the other counts carries a maximum sentence of 20 years
in prison.


Mr. Bharara praised the law enforcement partners involved in the
investigation, including the New York Offices of ICE HSI and DCIS and the
United States Department of Commerce. He also thanked the Malaysian
authorities whose assistance was invaluable in Goudarzi’s arrest, the
Attorney General’s Chambers, the Malaysian Anti-Corruption Commission
and the Royal Malaysian Police. Mr. Bharara also thanked the U.S. Department
of Justice’s National Security Division and Office of International
Affairs, as well as the Criminal Division’s Department of Justice
Attaché with responsibility for Malaysia and the Criminal
Division’s Resident Legal Advisor in Kuala Lumpur for their invaluable
assistance.


This case is being handled by the Office’s Terrorism and International
Narcotics Unit. Assistant United States Attorney Michael D. Lockard and
Jason B. Smith are in charge of the prosecution.

Avcorp Awarded $27.4 Million In Arbitration Payments Associated With Loss Of Work Being Performed For Cessna


An arbitration panel has found in favor of Avcorp Industries in a
reimbursement dispute with Cessna, and will require the Wichita planemaker
to pay the airframe component manufacturer some $27.4 million.



Avcorp received the determination of an appointed arbitration panel which
was charged with resolving outstanding issues relating to cost
reimbursements and compensation payable to the company in connection with
the transition of Cessna Aircraft Company ("Cessna") production work back to
Cessna and other suppliers. The transition of Cessna production work was
first announced by the Company on December 17, 2010 and immediately
following notification by Cessna, the Company had attempted to negotiate
compensation payments as contemplated by the Cessna Strategic Alliance
Agreement (the "SAA"). Only when negotiations and mediation were
unsuccessful did the Company refer the matter to binding arbitration.


The binding arbitration award, which was delivered to the Company on
November 16, 2012, determined that the SAA was an exclusive agreement
between Cessna and Avcorp, and Cessna could not unilaterally transition
production work from Avcorp. The panel further found that Avcorp had
fulfilled the requirements of the SAA, and suffered damages as a result of
Cessna transitioning production work from Avcorp.


In addition, all counterclaims that were advanced by Cessna were denied. The
quantum of damages was assessed by the arbitration panel at USD 27,391,372,
which amount is payable to Avcorp within 30 days of the arbitration award.

Spirit AeroSystems President And CEO To Step Down Next Year Jeffery Turner Plans To Retire In Early 2013


Jeffrey L. Turner (pictured), The President and Chief Executive Officer of
Spirit AeroSystems, has advised the company's Board of his intention to
retire in early 2013, after the Board has had an opportunity to conduct a
search for and hire a new CEO. Turner will continue to serve as President
and CEO until his successor takes office.



The Board convened a special CEO search committee comprised of Spirit Board
members Robert Johnson, Tawfiq Popatia, Francis Raborn, Paul Fulchino and
Ronald Kadish to begin the CEO search process, targeting qualified internal
and external candidates.


"I decided to inform the Board of Directors of my intention to retire in
early 2013 to ensure adequate time to find a suitable replacement, and allow
for an effective handover of duties," said Jeff Turner, adding "I am proud
of the great Company we have formed, the growth we have achieved since 2005
and the solid opportunities for the future. I am now looking forward to the
next phase in my life, and handing over the reins to a new CEO to take
Spirit forward."


Robert Johnson, Chairman of the Board, expressed the Board's appreciation

Pilots, Pinnacle Airlines Close In On Labor Agreement Court Issues Section 1113 Decision Regarding Pilot Cost Savings


Pinnacle Airlines said late last week that, in accordance with Section 1113
of the United States Bankruptcy Code, the United States Bankruptcy Court for
the Southern District of New York has issued a ruling providing Pinnacle
Airlines and the Air Line Pilots Association (ALPA), the legal
representative of the Pinnacle Airlines pilot group, a clear path to a
consensual agreement.



The Court noted three "very limited exceptions" that prevented it from
granting Pinnacle's motion at this time, characterizing them as "relatively
easy to fix." The court concluded that significant modifications to the CBA
are needed.


"(The) ruling gives Pinnacle a brief opportunity to reach an agreement that
will provide the savings we need," said John Spanjers, president and CEO of
Pinnacle Airlines Corp. "Although the Court did not approve our proposed
modifications in full, the Court gave the parties a clear road map to arrive
at cost savings necessary for Pinnacle to emerge from bankruptcy as a
viable, competitive company. We are hopeful that the Court's decision will
facilitate a consensual resolution, and we will continue to devote every
effort to that goal. Pinnacle continues to face severe financial challenges
requiring urgent cost savings, but we now believe there is a path to
achieving a competitive cost structure necessary to survive in our
challenging industry."

Australian Forensic Scientist Fatally Injured In Seaplane Accident Had Flown To The Far North Of Queensland To View A Solar Eclipse


A well-known forensic scientist in Australia was fatally injured Thursday
when the seaplane he was flying went down as he was returning from the far
northern part of the state of Queensland.



Ross Vining was the only person on board the SeaRey Amphibian airplane he
had built himself when it went down (similar airplane pictured, not accident
aircraft). He had led a group of five aircraft from the state of South
Australia to the far north of Queensland to view Wednesday's solar eclipse.
He as beginning his journey home when the aircraft went down, according to a
report appearing in The Australian.


Professor Vining had been an active member of the Seaplane Pilots
Association of Australia, serving as its South Australian coordinator. He
had reportedly begun flying seaplanes about six years ago.


Vining reportedly had departed Bamaga Airport at the far northern tip of
Queensland en route to Weipa, and a search was launched Thursday when he
failed to arrive. The wreckage of the airplane was located Friday.


Vining had been a leader in forensic pathology in Australia. He had been
supervising some 300 cold criminal cases that had been on hold while DNA
technology and databases were improved.

International Space Station Astronauts Land Safely In Kazakhstan First Pre-Dawn Landing In The Dark For A Station Crew In Six Years


Three members of the Expedition 33 crew undocked from the International
Space Station and returned safely to Earth Sunday, wrapping up a mission
lasting more than four months. Expedition 33 Commander Sunita Williams of
NASA, Flight Engineer Akihiko Hoshide of the Japan Aerospace Exploration
Agency and Russian Soyuz Commander Yuri Malenchenko undocked their Soyuz
TMA-05M spacecraft from the space station at 1726 EST and landed north of
Arkalyk, Kazakhstan, at 2056 EST ... or 0756, November 19, Kazakhstan time.
The trio arrived at the station July 17 and spent 127 days in space, 125 of
which were aboard the orbiting laboratory. This was the first pre-dawn
landing in darkness for a station crew since April 9, 2006, when Expedition
12 crew members returned.



NASA astronaut Kevin Ford took command of the space station on Nov. 18. When
the Soyuz spacecraft undocked from the space station, Expedition 34 began.
Ford and his crewmates, Russian cosmonauts Oleg Novitskiy and Evgeny
Tarelkin, will tend to the station as a three-man crew for one month until
the arrival of three new crew members, including NASA astronaut Tom
Marshburn.


Expedition 33 advanced the scope of research aboard the station by
conducting a wide range of physical science, Earth observation and
technology demonstration investigations. Research included testing radiation
levels on the orbiting outpost, assessing how microgravity affects the
spinal cord, and investigating dynamic processes on Earth, such as melting
glaciers, seasonal changes and human impacts on the ecosystem.


The crew also participated in the Integrated Resistance and Aerobic Training
Study-Sprint, which evaluates the use of high-intensity, low-volume exercise
training to minimize loss of muscle, bone and cardiovascular functions
during long-duration missions. The expedition also managed a number of
visits by international and commercial spacecraft, including the first
contracted commercial resupply flight by SpaceX, and conducted several
challenging spacewalks to sustain the productive operation of the orbiting
complex.


Williams, Hoshide and Malenchenko orbited Earth 2,032 times and traveled
54,090,628 miles. Williams, who has spent 322 days in space on two missions,
now ranks sixth on the all-time U.S. endurance list, and second all-time for
a female. Malenchenko has spent 642 days in space on his five flights, which
ranks him seventh on the all-time endurance list. During their mission,
Williams and Hoshide performed three spacewalks to replace a component that
relays power from the space station's solar arrays to its systems and repair
an ammonia leak on a station radiator. With 50 hours and 40 minutes,
Williams holds the record for total cumulative spacewalk time by a female
astronaut. Hoshide holds the record for total cumulative spacewalk time by a
JAXA astronaut at 21 hours and 23 minutes.

Honeywell Aerospace Providing Subsystems For 737 MAX Fleet Company Says A New Electronic Bleed Air System (EBAS) Improves Efficiency,
Reliability


Honeywell has been selected to provide several vital aircraft subsystems for
the new 737 MAX. The airplane will come equipped with the latest Honeywell
Electronic Bleed Air System (EBAS), in addition to other existing Honeywell
737 systems that the company says will lower the cost of ownership for
operators, while increasing reliability, efficiency and comfort.



The Honeywell EBAS is designed to take airflow from the airplane engines to
provide cabin pressurization and environmental cabin controls, and bring
warm air to the wings to mitigate potential icing. The Honeywell EBAS
includes an updated Pack Flow and Temperature Controller (PFTC) which
enables increased cabin climate efficiency allowing for reduced fuel
consumption.


"As a provider of 737 MAX products and services (expected to exceed current
NG ship volumes), we play an instrumental role in maximizing the reliability
of Boeing aircraft to improve on-time performance so that ultimately
passengers can get where they are going in the most efficient manner
possible," said John Bolton, President, Air Transport and Regional,
Honeywell Aerospace.


The new EBAS allows operators to monitor airplane diagnostics
electronically, making troubleshooting easier and maintenance less
time-intensive. It also gives them more information at their fingertips.
Operators can easily isolate system issues and quickly implement a solution.
For operators, the new EBAS will enable significant cost savings in
maintenance and reduced fuel burn over the lifetime of the airplane. It
boasts higher reliability than its predecessors, thereby building on the
737's legacy of industry-leading airplane reliability.


First delivery of the 737 MAX is planned for 2017.

Boeing Adapts Innovative Training Technologies To F/A-18E, F-15E Both Aircraft Are Now Equipped To Participate In Live, Virtual And
Constructive Training Simulations


Two military aircraft produced by Boeing ... the F-15E Eagle and the F/A-18E
Super Hornet ... now are equipped to train in an environment that puts them
at odds against real aircraft and computer-generated enemy threats at the
same time. Under a $6.3 million, three-year contract with the U.S. Air Force
Research Laboratory, Boeing is developing these simulation capabilities for
both the U.S. Air Force F-15E and the U.S. Navy F/A-18E/F. Under the current
contract, the pilot project will culminate with a capstone demonstration at
Nellis Air Force Base in Nevada in late 2013.



This technology can provide aircrews with a complex virtual strike
environment in which to train, while potentially decreasing the number of
real aircraft and other assets to practice against. Generally, an actual
combat aircraft (live) is networked with ground-based simulation computers
(virtual) that provide computer-generated threats (constructive). Before
this new capability, pilots could practice using flight simulators on the
ground, but when they trained in the actual aircraft, other people were
needed to play the role of an opponent, commonly referred to as a "red" or
adversary team.


Having a virtual combat simulation while actually flying is expected to
reduce the number of real aircraft or other live assets needed to form a red
team, providing cost-savings and a safer training environment. Anticipating
the future needs of both the U.S. Navy and U.S. Air Force, Boeing began
developing this modeling and simulation technology on its own in 2007, which
reduced the government's risk in exploring the capability. A series of
demonstrations with an F-15E through November 2009 verified key components.
And a Super Hornet recently completed its first flight tests to evaluate
these new technologies. "It's exciting to see the technology grow and mature
across multiple platforms while supporting the U.S. Navy's vision," said Rob
Lechner, pilot project manager and a chief engineer in Boeing Research &
Technology.



During the most recent flight tests, two F/A-18Es and two F-15Es simulated
air combat between two live F-16s and 12 virtual aircraft, as well as
multiple ground threats. A 40/45 Airborne Early Warning and Control System
(AWACS) surrogate provided command and control for the exercise. "The
integrated training environment can generate warfighter readiness and make
aviation flight training much more effective," said John Schwering, Boeing
business development leader for integrated Live, Virtual and Constructive
training. "Training can be significantly enhanced by increasing the overall
threat density with the use of more sophisticated constructive adversary
aircraft and ground-based electronic warfare threats."

Royal Saudi Air Force Officials Visit Pensacola Training Commands Group Observed RSAF Training Being Conducted In The Florida Panhandle


Naval Education and Training Security Assistance Field Activity (NETSAFA)
hosted senior officers from the Royal Saudi Air Force (RSAF) on board Naval
Air Station (NAS) Pensacola, Nov. 5. Maj. Gen. Ali Juwayr Al-Hamad,
commander, King Faisal Air Academy (KFAA) and Brig. Gen. Loaye Yagoub
Al-Ali, the academy's training wing commander, observed RSAF service
member's aviation training in the Pensacola area.



Before watching the training, both generals met with Rear Adm. Don Quinn,
commander, Naval Education and Training Command (NETC), Capt. Douglas Heady,
NETSAFA commanding officer and Capt. Christopher Heaney, NETSAFA
International Training Center's (NITC) officer in charge to discuss how RSAF
service members are trained like their U.S. counterparts and briefed on the
functions, infrastructure, and capabilities of NETSAFA, and the aviation
training provided to the RSAF service members.


"Meeting one-on-one to assess what our international partners expect from
our training is very important. It also allows us the opportunity to discuss
practices and lessons learned," said Heady. "Reviews such as these are
important to strengthening the ties the U.S. Navy has with the Royal Saudi
Air Force, and expands our continued cooperation and alliance."

Heany says the outlook for growth in the area of training international
partners is huge. "This valuable meeting provided the opportunity to improve
NITC's preparatory curriculum" said Heaney. "We value our ongoing
relationship with the RSAF and their outstanding graduates from the KFAA."



Afterwards Al-Hamad and Al-Ali met with Capt. Willie Billingslea, commodore
of Training Air Wing Six (CTW-6) to familiarize themselves with the training
command and see first-hand the type of training students receive. Following
their visit to CTW-6 they met with Marine Col. Jim Grace, commodore of
Training Air Wing Five (CTW-5)on board NAS Whiting Field, to discuss
training and tour the T-6B Texan II aircraft simulator building, and chat
with several RSAF service members about the training they are receiving.
"The generals were impressed to see that their students received the same
rigorous aviation training as U.S. naval aviation students," said Heady.

NETSAFA is the U.S. Navy's agent for international education and training.
In that role, NETSAFA is dedicated to providing the maximum assistance
possible to ensure successful training for the growing Royal Saudi Air
Forces and other international partners.

Maldivian Airlines Becomes A New A320 Operator Aircraft Is Being Operated Under A Lease Agreement


Maldivian Airlines, the national carrier of the Maldives has become a new
operator of Airbus single aisle aircraft, following the first commercial
flight of an A320 on the inaugural flight from Male to Chennai. The
aircraft, operated under a leasing agreement, is the first A320 Maldivian
will fly to destinations in the Indian sub-continent.



The aircraft, which is powered by CFM56 engines, was previously handed over
at Ibrahim Nasir International Airport, Maldives, in October 2012. Its
interior has been specifically modified to accommodate a three-class
configuration: 14 business, 18 premium and 120 economy seats.


“This entry into service of our first A320 is a great day for
Maldivian and our passengers. This signifies the increasing expansion of
Maldivian in the region,” commented Abdul Haris, Managing Director of

Rolls-Royce Expands Virginia Manufacturing Operations Construction Will Begin Soon On AAMF In Prince Georges County, VA


Rolls-Royce is set to begin construction on a new advanced manufacturing
facility at Rolls-Royce Crosspointe in Prince George County, Virginia. The
Group is investing $136 million to develop an Advanced Airfoil Machining
Facility (AAMF), which will create 140 new, highly skilled jobs. The new
AAMF will be located alongside the company’s Rotatives manufacturing
facility on the 1,000-acre Crosspointe campus, located just south of the
state capital, Richmond.



“Rolls-Royce is making significant investments in the United States
and around the world to ensure we have the capacity to deliver on our
promises to customers,” said James M. Guyette, Chairman, President and
CEO, Rolls-Royce North America. “With a mixture of manufacturing and
research facilities, Crosspointe is a center of excellence for precision
engineered, high tech components. The expansion will help attract suppliers
to Crosspointe, creating an advanced manufacturing hub in Prince George

The 90,000 square feet AAMF facility will produce turbine blades and nozzle
guide vanes for Rolls-Royce engines, including the Trent 900, Trent 1000 and
Trent XWB engines. These advanced aero engines are used on some of the most
sophisticated aircraft in the world, including the Boeing 787 Dreamliner,
Airbus A380 and Airbus A350. Construction is expected to be completed on the
new AAMF facility by the end of 2013, with the first components produced in
late 2014.

Gulfstream Aerospace Launches Flight Operations Department In Asia Five Company Pilots Stationed In Hong Kong Assist Gulfstream Operators
Throughout Asia-Pacific Region


Gulfstream Aerospace Corp. has established a satellite flight department in
Hong Kong to support Gulfstream operators in Asia. The office is staffed by
five pilots: three large-cabin demonstration pilots, one mid-cabin
demonstration pilot and a chief pilot type-rated in both large- and
mid-cabin aircraft. The pilots work closely with customers and their local
aircraft management companies to facilitate the transfer of Gulfstream
aircraft into the region. Additionally, they assist in the transit of
aircraft to and from the United States, provide entry-into-service flying
for customers and support regional air shows.



“The move reflects Gulfstream’s continued commitment to
assisting customers around the world,” said Scott Neal, senior vice
president, Sales and Marketing, Gulfstream. “Our operators in Asia can
leverage the collective experience of our pilots, who will work with their
aircraft management company to ensure their aircraft delivery and
entry-into-service are as smooth as possible.”


The five-person department is located in Gulfstream’s Hong Kong
Product Support office at the modern Citygate complex in the Tung Chung
section of Hong Kong, near Hong Kong International Airport. “We
selected Hong Kong because of its central location, providing us access to
India, Australia, New Zealand and Indonesia,” Neal said.
“Putting a flight department there broadens our availability to
customers.”

USAF, Raytheon Evaluate Ground-Based Sense And Avoid Capabilities For UAS Flight Automation And Radar System For Air Traffic Control Is NAS-Certified


As the U.S. government prepares for unmanned aerial systems (UAS) in the
National Airspace System by 2015, the U.S. Air Force and Raytheon Company
have conducted concept evaluation demonstrations that show existing air
traffic control equipment could be modified to safely track the presence of
nearby unmanned aircraft.



Ground Based Sense and Avoid (GBSAA) -- based on the Airport Surveillance
Radar Model-11 (ASR-11) and the repurposed Standard Terminal Automation
Replacement System (STARS) air traffic control system -- reduces the need
for costly new infrastructure. The testing near Edwards Air Force Base at
Gray Butte Airfield in California involved a moving "dynamic protection
zone" -- a collision avoidance alerting capability -- around the UAS. The
"dynamic protection zone" provides a series of alerts to the UAS pilot as
airborne objects (i.e., balloons or ultra-lights) approach to avoid near
mid-air collisions. GBSAA also builds on wind farm mitigation technology
used to mitigate interference from wind turbines near airports.


Using Raytheon's ASR-11, the STARS automation system, and its surveillance
data processor, repurposed for GBSAA, pilots and controllers were given
alerts of intruding airborne objects near surrogate unmanned aerial systems
and were able to keep them safely separated. ASR-11, the STARS system and
its surveillance data processor are proven, NAS-certified systems for use in
safely separating aircraft today. Repurposing these assets provides a
cost-effective approach that enables safe UAS flight in the NAS. "Our
solution provides the Federal Aviation Administration and the Department of
Defense with a cost-effective and safe approach to handle the thousands of
unmanned aerial systems that'll be flying in our airspace in the next few
years," said Joseph Paone, director of Air Traffic Management for Raytheon's
Network Centric Systems business.


"Our system properly notifies controllers and pilots of intrusions and
accurately shows aircraft altitude, which is important in keeping commercial
aircraft, unmanned aerial systems and other hazards safely separated," he
added.


Leveraging the existing NAS-certified installed-base of ASR-11 and STARS
systems, Raytheon will continue testing GBSAA with the U.S. Air Force at
other sites across the country.

approvals, NetJets China Business Aviation Limited will manage all flight
and maintenance operations from the new Zhuhai facility. The company
received CAAC project approval in September and continues to work towards
CAAC certification.



Earlier this year NetJets announced its new joint venture in the
People’s Republic of China. Subject to obtaining relevant regulatory
approvals, NetJets China Business Aviation Limited will be a joint venture
among NetJets Inc.; Hony Jinsi Investment Management (Beijing) Ltd, a
subsidiary of Hony Capital, a leading private equity firm of China; and Fung
Investments, part of the private investment arm of the families of Dr.
Victor Fung and Dr. William Fung, the controlling shareholders of the Li
& Fung group of companies that are involved in supply chain management
as well as the wholesale and retail of consumer products.


“NetJets is excited about the opportunity to launch an aircraft
management business in China,” said NetJets China CEO Eric Wong.
“We are working closely with the CAAC to meet its requirements to
obtain an Aircraft Operators Certificate, and we are targeting approval in

Scouring the information super airways can sometimes be a tough, if
educational, task for the Aero-News staff... but it also allows us to check

given day, we may check dozens (and often hundreds) of different sources for
story ideas, and facts confirmation. And, as is the nature of our business,
much of this is done on the Internet.



The ANN gang decided we probably shouldn't keep some of the neat sites, info
resources, and organizations we've discovered to ourselves... so we decided
to bring you Aero-Linx. These are the sites that WE check out -- when we
need added perspective, a new spin on a day's topic... or just want to
escape into cyber-aero-space for awhile.

Aero Linx: Capital Hang Gliding and Paragliding Association


The Capital Hang Gliding and Paragliding Association (CHGPA), founded in
1974, is a non-profit association dedicated to the growth, safety, and
solidarity of the sports of hang gliding and paragliding. CHGPA is an
exciting, active organization of about 150 members, most of whom live in
Washington, D.C. and the surrounding suburban areas of Maryland and
Virginia. Pilots, family members, and non-flying hang gliding enthusiasts
comprise their membership. They regularly hold fun and informative meetings
at which everyone, members and non-members alike, is welcome. The CHGPA is
an official chapter of our national organization, the United States Hang
Gliding Association (USHGA). CHGPA also organizes many exciting events each
year; fly-ins, competitions, glider displays, out-of-town flying trips,
seminars, and parties all provide opportunities to meet many new friends and
learn more about hang gliding and paragliding.

AD: Sikorsky Aircraft Corporation Helicopters AD NUMBER: 2012-22-09

SUMMARY: This AD requires inspecting the tail rotor (T/R) pylon for a loose
or missing fastener, a crack, damage, or corrosion and adding an internal
doubler to the aft shear deck tunnel assembly. This AD was prompted by the
discovery of cracks in T/R pylons.


The actions are intended to detect a loose or missing fastener, a crack,
damage, or corrosion on the T/R pylon and, if present, to repair the T/R
pylon and install a doubler on the aft shear deck tunnel assembly or to
replace the T/R pylon and install a doubler on the aft shear deck tunnel
assembly. The actions are intended to prevent failure of the T/R pylon or
other T/R components, which could lead to the loss of control of the
helicopter.


DATES: This AD is effective December 20, 2012.

AD: Fokker Services B.V. Airplanes AD NUMBER: 2012-22-15


PRODUCT: All Fokker Services B.V. Model F.28 Mark 0070 and 0100 airplanes.
SUBJECT: Airworthiness Directive 2012-22-15
ACTION: Final Rule



SUMMARY: The FAA is superseding an existing airworthiness directive (AD) for
the product listed above. That AD currently requires revising the
airworthiness limitations section (ALS) of the instructions for continued
airworthiness for certain airplanes, and the FAA-approved maintenance
program for certain other airplanes, to incorporate new limitations.


This new AD requires revising the maintenance program to incorporate the
limitations, tasks, thresholds, and intervals specified in certain revised
Fokker maintenance review board (MRB) documents. This AD was prompted by a
revised Fokker 70/100 MRB document with revised limitations, tasks,
thresholds, and intervals.


The FAA is issuing this AD to reduce the potential of structural failures or
of ignition sources inside fuel tanks, which, in combination with flammable
fuel vapors, could result in fuel tank explosions and consequent loss of the
airplane.


DATES: This AD becomes effective December 20, 2012.

AD: Sikorsky Aircraft Corporation Helicopters AD NUMBER: 2012-22-14


PRODUCT: Sikorsky Aircraft Corporation (Sikorsky) Model S-70, S-70A, S-70C,
S-70C(M), and S-70C(M1) helicopters with a certain part-numbered
intermediate gearbox (IGB).
SUBJECT: Airworthiness Directive 2012-22-14
ACTION: Final Rule



SUMMARY: The FAA is superseding an existing Emergency airworthiness
directive (AD) for the products listed above. The existing Emergency AD
requires a one-time inspection of the internal oil passages of the IGB for
an obstruction.


That Emergency AD was prompted by an accident that resulted from blockage of
oil in the IGB by a plug that was inadvertently left in the IGB during the
coating of the IGB housing.


The FAA is issuing this supersedure to that Emergency AD to include two
additional part numbers of affected IGBs and identify a specific date since
new or overhaul of the affected IGBs. The actions specified by this AD are
intended to detect a plug in the IGB and prevent overheating and seizing of
the IGB, failure of the tail rotor drive output shaft, loss of tail rotor
drive, and subsequent loss of control of the helicopter.


DATES: This AD becomes effective November 30, 2012.

SUMMARY: This AD was prompted by reports of fatigue cracking in the
crossbeams at the junction of the actuator beam of the lower deck cargo
door. This AD requires repetitive inspections of the crossbeams of certain
fuselage frames, and repair if necessary.


The FAA is issuing this AD to detect and correct cracking of the crossbeams
at the junction of the actuator beam of the lower deck cargo door, which
could result in failure to withstand ultimate load conditions, and
consequent reduced structural integrity of the airplane.


DATES: This AD is effective December 20, 2012.
