Many of the more than 12 million taxpayers who requested an automatic six-month extension this year have yet to file. Though Oct. 15 is the last day for most people, some still have more time, including members of the military and others serving in Afghanistan or other combat zone localities who typically have until at least 180 days after they leave the combat zone to both file returns and pay any taxes due. People with extensions in parts of Colorado affected by severe storms, flooding, landslides and mudslides also have more time, until Dec. 2, 2013, to file and pay. Check Out Tax Benefits Before filing, the IRS encourages taxpayers to take a moment to see if they qualify for these and other often-overlooked credits and deductions: - Benefits for low-and moderate-income workers and families, especially the Earned Income Tax Credit. The special EITC Assistant can help taxpayers see if they’re eligible.
- Savers credit, claimed on Form 8880, for low-and moderate-income workers who contributed to a retirement plan, such as an IRA or 401(k).
- American Opportunity Tax Credit, claimed on Form 8863, and other education tax benefits for parents and college students.
- Same-sex couples, legally married in jurisdictions that recognize their marriages, are now treated as married, regardless of where they live. This applies to any return, including 2012 returns, filed on or after Sept. 16, 2013. This means that they generally must file their returns using either the married filing jointly or married filing separately filing status. Further details are on IRS.gov.
E-file Now: It’s Fast, Easy and Often Free The IRS urged taxpayers to choose the speed and convenience of electronic filing. IRS e-file is fast, accurate and secure, making it an ideal option for those rushing to meet the Oct. 15 deadline. The tax agency verifies receipt of an e-filed return, and people who file electronically make fewer mistakes too. Everyone can use Free File, either the brand-name software, offered by IRS’ commercial partners to individuals and families with incomes of $57,000 or less, or online fillable forms, the electronic version of IRS paper forms available to taxpayers at all income levels. Taxpayers who purchase their own software can also choose e-file, and most paid tax preparers are now required to file their clients’ returns electronically. Anyone expecting a refund can get it sooner by choosing direct deposit. Taxpayers can choose to have their refunds deposited into as many as three accounts. See Form 8888 for details. Of the nearly 141.6 million returns received by the IRS so far this year, 83.5 percent or just over 118.2 million have been e-filed. Quick and Easy Payment Options Taxpayers can e-pay what they owe, either online or by phone, through the Electronic Federal Tax Payment System (EFTPS), by electronic funds withdrawal or with a credit or debit card. There is no IRS fee for any of these services, but for debit and credit card payments only, the private-sector card processors do charge a convenience fee. For those who itemize their deductions, these fees can be claimed on next year’s Schedule A Line 23. Those who choose to pay by check or money order should make the payment out to the “United States Treasury”. Taxpayers with extensions should file their returns by Oct. 15, even if they can’t pay the full amount due. Doing so will avoid the late-filing penalty, normally five percent per month, that would otherwise apply to any unpaid balance after Oct. 15. However, interest, currently at the rate of 3 percent per year compounded daily, and late-payment penalties, normally 0.5 percent per month, will continue to accrue. Fresh Start for Struggling Taxpayers In many cases, those struggling to pay taxes qualify for one of several relief programs. Most people can set up a payment agreement with the IRS on line in a matter of minutes. Those who owe $50,000 or less in combined tax, penalties and interest can use the Online Payment Agreement to set up a monthly payment agreement for up to 72 months or request a short-term extension to pay. Taxpayers can choose this option even if they have not yet received a bill or notice from the IRS. Taxpayers can also request a payment agreement by filing Form 9465. This form can be downloaded from IRS.gov and mailed along with a tax return, bill or notice. Alternatively, some struggling taxpayers qualify for an offer-in-compromise. This is an agreement between a taxpayer and the IRS that settles the taxpayer’s tax liabilities for less than the full amount owed. Generally, an offer will not be accepted if the IRS believes the liability can be paid in full as a lump sum or through a payment agreement. The IRS looks at the taxpayer’s income and assets to make a determination regarding the taxpayer’s ability to pay. Seems the mullahs still have a knack for detecting weakness in U.S. leaders. Has the U.S. ever fallen in global stature as far and as fast as it has under the Obama administration? Not even Jimmy Carter drew so many snubs, insults and slights from world leaders in such a short period as Obama has in this past month. Tuesday, Iran's new president, Hasan Rouhani, who carefully cultivates a PR image as a "reformer" despite his close ties to the mullahs, blew off no less than three attempts by President Obama to shake his hand at the United Nations. The Iranian tweeted that he was meeting with the presidents of Austria, Pakistan and France instead. He literally told the leader of the Free World his busy schedule just wouldn't permit it. Let that sink in: Iran is in deep doo-doo internationally because of its illegal nuclear program. | | Powerline on 'Our Sucker-In-Chief's UN Outing' Posted: 25 Sep 2013 02:11 PM PDT Over at Powerline, Paul Mirengoff is definitely unimpressed with our president's UN outing yesterday ... calling him "our Sucker-in-Chief" ... and saying that it's difficult to see how any diplomat, even one who swims in the cesspool called the U.N., can still take Obama seriously (below emphasis added): [...] (Obama) began by assuring the world of America's near-pacifism and lack of seriousness when it comes to fighting terrorism. Obama cited our retreat from Iraq and Afghanistan, new limitations on the use of drones, and his "diligent" work to close Gitmo. The world already understands how ineffectual you are, Mr. President. There's no need to embarrass yourself by reminding folks that, after five years, the Gitmo prison is still up and running. Obama's Syria policy is so unserious that he correctly perceived a need to risk the embarrassment of talking about it. Obama assured his audience that he had always favored a negotiated solution to Assad's use of chemical weapons. Thus, as Scott says, 'twas a famous victory Obama achieved. Almost as famous as his Gitmo victory. Obama then channeled Hassan Rouhani; indeed, he recycled the Iranian president's own words. Obama stated: "As we pursue a settlement [in Syria], let us remember that this is not a zero-sum endeavor. We are no longer in a Cold War. There's no Great Game to be won." So again, America is not playing to win. If only Assad, al Qaeda, Iran, Russia, et. al. were equally modest in ambition. [So] we're back to early 2009 when, as Emanuele Ottolenghi reminds us, Obama told George Stephanopoulos, "we are going to have to take a new approach," that "engagement is the place to start," and that "a new emphasis on respect and a new willingness on being willing to talk" would guide his policy. There is this difference, though: Iran is more than four years closer (and probably very close, indeed) to having nuclear weapons. So this time, Iran, needing to run down the clock only a little bit, will perhaps talk to Obama's representatives and string the administration along with more statements of "commitment to reach an agreement." Maybe it can even induce our sucker-in-chief Obama to ease sanctions. Take the time to read the whole thing. After reading all of Mirengoff's piece, there are a couple of things he left out ... such as Obama's laughable claim that "the world is safer and more peaceful than five years ago." But Obama fans can look to at least one bright spot in his speech. At least he did finally admit, and state, that America is indeed exceptional, and he stated it well. Auburn freshman lacrosse player Zachary Burgess:  To say that the bar has been raised impossibly high for idiocy is a huge, huge, understatement: Auburn freshman lacrosse player Zachary Burgess traveled to Baton Rouge, LA, last weekend to watch his Tigers take on LSU on the gridiron. Alas, the amount of time he had on his hands prior to the game -- and the subsequent trouble he got in during that period -- prevented him from ever making it to Tiger Stadium. On Saturday morning at around 2:30 AM local time, police arrested Burgess and charged him with nine counts of hit and run, theft of a motor vehicle and simple kidnapping. Burgess had hopped into an idling truck outside a bar and tried to speed off, not realizing there was a woman in the passenger's seat. In the process, he rammed into nine different parked cars. Burgess' rationale for his joyride? As he told a police officer, he "wanted to see what it was really like to play the video game Grand Theft Auto." All I can say is that it must be incredibly easy to get into Auburn university ... it certainly doesn't take much in the way of brains. And if you're thinking to yourself that you just can't make this stuff up ... you're right!

Ted Cruz is no Joe McCarthy, as so many liberals bizarrely claim. But he might be the conservative Barack Obama. The charge that he's the new McCarthy is something of a compliment from liberals. It means they don't like him, can't really explain why and need to demonize him instead. In other words, he must be doing something right. For conservatives, the comparison to Obama probably stings more than the McCarthyite smear. But think about it. Both men have impeccable educational credentials. Obama went to Occidental College, transferred to Columbia University and got his law degree from Harvard. Cruz went to Princeton University, where he was a national champion debater, and got a law degree from Harvard. Cruz's legal career was objectively more impressive than Obama's. He clerked on the appellate court and for Chief Justice William Rehnquist on the Supreme Court. He held numerous prestigious jobs in and out of government. Like Obama, he taught law, but Cruz was also the solicitor general of Texas and argued before the Supreme Court nine times. ... Keep reading here. Undoubtedly, Ted Cruz is far more accomplished and more experienced than Barack Obama was before running for president. Goldberg's reservations include whether or not Cruz can learn from Obama's mistakes and not repeat them ... something that at this point remains to be seen. I do have to admit though, after learning more about his background, and as I see more of the metal he's made of, I'm beginning to like the guy. One thing for sure, though. He's no Barack Obama ... Cruz is smarter, more experienced in his pre-political life, a better debater, and he believes in the Constitution of the United States for which he must swear to defend ... and is clearly more likely to honor than Barack Obama has. Barack gets this one right, and he does so perfectly ... at least on the subject of America's exceptionalism (as for other aspects of his speech - not so much): President Obama didn't name him directly, but he appeared to offer a thinly veiled brush-back of Russian President Vladimir Putin during his speech before the United Nations General Assembly on Tuesday. Near the tail end of his address before the UNGA, Obama offered a retort to Putin, who recently took umbrage with Obama for pointing to American exceptionalism in a nationally televised address earlier this month as a reason the United States should support a military strike on Syria if diplomatic efforts fail. "Some may disagree, but I believe that America is exceptional," Obama told the gathering of world leaders. "In part because we have shown a willingness, through the sacrifice of blood and treasure, to stand up not only for our own narrow self-interest, but for the interests of all." Is the ' apology tour' finally over? Sounds like our president doesn't like getting kicked around by Vladimir Putin, Hassan Rouhani, and the world community in general, and has grown a pair. Let's hope he stays this way. Now if only he can wise up as to what Iran is really up to!

The rates are the special transportation industry rate, the rate for the incidental expenses only deduction, and the rates and list of high-cost localities for purposes of the high-low substantiation method. Rev. Proc. 2011-47 provides the rules for using per diem rates, rather than actual expenses, to substantiate the amount of expenses for lodging, meals, and incidental expenses for travel away from home. Taxpayers who may use per diem rates to substantiate the amount of travel expenses under Rev. Proc. 2011-47 may use the federal per diem rates published annually by the General Services Administration. Rev. Proc. 2011-47 allows certain taxpayers to use a special transportation industry rate or rates under a high-low substantiation method for certain high-cost localities. The IRS announces these rates and the rate for the incidental expenses only deduction in an annual notice. Use of a per diem substantiation method is not mandatory. A taxpayer may substantiate actual allowable expenses if the taxpayer maintains adequate records or other sufficient evidence for proper substantiation. | FDA MedWatch - Arzerra (ofatumumab) and Rituxan (rituximab): Drug Safety Communication - New Boxed Warning, Recommendations to Decrease Risk of Hepatitis B Reactivation Posted: 25 Sep 2013 09:40 AM PDT Arzerra (ofatumumab) and Rituxan (rituximab): Drug Safety Communication - New Boxed Warning, Recommendations to Decrease Risk of Hepatitis B Reactivation AUDIENCE: Oncology, Pharmacy, Rheumatology, Patient ISSUE: FDA approved changes to the prescribing information of the immune-suppressing and anti-cancer drugs Arzerra (ofatumumab) and Rituxan (rituximab) to add new Boxed Warning information about the risk of reactivation of hepatitis B virus (HBV) infection. The revised labels also will include additional recommendations for screening, monitoring, and managing patients on these drugs to decrease this risk. In patients with prior HBV infection, HBV reactivation may occur when the body’s immune system is impaired. HBV reactivation has occurred in patients with prior HBV exposure who are later treated with drugs classified as CD20-directed cytolytic antibodies, including Arzerra (ofatumumab) and Rituxan (rituximab). Some cases have resulted in fulminant hepatitis, hepatic failure, and death. See the FDA Drug Safety Communication for additional information, including a Data Summary. BACKGROUND: Arzerra is used to treat chronic lymphocytic leukemia (CLL) in patients who have further disease after treatment with the anti-cancer drugs fludarabine and alemtuzumab. Rituxan is used to treat non-Hodgkin’s lymphoma and CLL. It is also used to treat other medical conditions, including rheumatoid arthritis, granulomatosis with polyangiitis, and microscopic polyangiitis. RECOMMENDATIONS: To decrease the risk of HBV reactivation, FDA recommends that health care professionals: - Screen all patients for HBV infection before starting treatment with Arzerra or Rituxan by measuring hepatitis B surface antigen (HBsAg) and hepatitis B core antibody (anti-HBc).
- Consult with hepatitis experts regarding monitoring and use of HBV antiviral therapy when screening identifies patients at risk of HBV reactivation due to evidence of prior HBV infection.
- Monitor patients with evidence of prior HBV infection for clinical and laboratory signs of hepatitis B or HBV reactivation during Arzerra or Rituxan therapy and for several months thereafter, since reactivations have occurred several months following completion of therapy with these drugs.
- In patients who develop reactivation of HBV while on Arzerra or Rituxan, immediately discontinue the drug and start appropriate treatment for HBV. Also discontinue any chemotherapy the patient is receiving until the HBV infection is controlled or resolved. Because of insufficient data, no recommendation can be made regarding the resumption of Arzerra or Rituxan in patients who develop HBV reactivation hepatitis.
For Patients: - Before receiving Arzerra or Rituxan, tell your health care professional if you have or have had any severe infections, including HBV.
- If you have had HBV infection, your health care professional should monitor you for HBV infection during treatment and for several months after you stop treatment with Arzerra or Rituxan.

The body is well preserved with all its features like eyes, ears, nose, mouth, feet and toes all normal. Measurements were taken and say its eight inches long and still attached to it is an umbilical cord. No big deal. In the interview, the Pope spoke of balance in the Catholic Church and the importance of speaking out on not just what we are against, such as gay marriage and abortion, but to also speak on the Gospel and what we stand for in our faith. As one might expect, some media outlets on the left (as in the New York Times) and those at Slate.com were quick to pin the Pope as a "flaming liberal" and took the Pope's words out of context and as acceptance of abortion and gay marriage. Shortly after the interview was released, Pope Francis came out to publicly condemn abortion as evidence of a "throwaway culture." The Pope said:
"Every unborn child, though unjustly condemned to be aborted, has the face of the Lord, who even before his birth, and then as soon as he was born, experienced the rejection of the world." (Hat tip - Rachel Pulaski) To further show his support of Catholic values, Pope Francis has now defrocked and excommunicated a priest in Melbourne, Australia, because of his support of gay marriage and women in the clergy. As reported by The Telegraph: From all of last week's headlines saying that the Pope wants to forget this nonsense about abortion and gays, you-d imagine that Germaine Greer had been elected to run the Catholic Church. Actually what the Pope was saying was that he wants the Church to talk more about what it's for than what it's against. But that doesn't mean it won't still be against those things that contradict its teachings and traditions. Just ask Greg Reynolds of Melbourne - a priest who appears to have been both defrocked and excommunicated because of his radical views on women clergy and gay marriage. From Australia's The Age: The excommunication document - written in Latin and giving no reason - was dated May 31, meaning it comes under the authority of Pope Francis who made headlines on Thursday calling for a less rule-obsessed church. The document might give no explicit reason, but the reason is implicit and well understood: Reynolds has offended Mother Church with his politics. It's interesting to note that the former priest tells The Age that he "wants the same thing as the Pope" which is "to encourage reform and clear need for renewal in the church." I read from this that Reynolds has, like many liberals, misunderstood Francis' words. Structural reform is clearly necessary to prevent future horrors like the child abuse scandal, and renewal is something that Christians always desire. But Reynolds would throw out Catholic doctrine - something Francis would never do because he is, despite the best wishes of so many in the media, a Catholic. His treatment of Reynolds proves that point. Once again, liberals get it all wrong. | | California man in coma after being brutally beaten by high school teens outside his home Posted: 24 Sep 2013 11:04 AM PDT  On Friday around midnight, David Lamont, a 51-year-old Pleasanton, California father of two teenage daughters was so badly beaten after he stepped out of his home to ask some high school teenagers who were being very noisy to quiet down - that he now lies in a hospital in a coma. So far there have been no arrests and no reports on the descriptions of the high school teenagers, but the police say they have several leads on the suspects and know where they go to school: Updated here. | | Gallop: Belief Gov't Too Powerful Hits All-Time High Posted: 24 Sep 2013 10:28 AM PDT I don't think we really needed a poll to tell us that Americans' belief that government's power has become over the top ... but Gallop did one anyway, with predictable results: Six in 10 Americans (60%) believe the federal government has too much power, one percentage point above the previous high recorded in September 2010. At least half of Americans since 2005 have said the government has too much power. Thirty-two percent now say the government has the right amount of power. Few say it has too little power. [...] This new high encompasses Republicans (81%), who are now more likely than at any time since 2002 to say the government has too much power, and Democrats (38%), who now are more likely to say this than at any time since President Barack Obama took office in 2009. Republicans, Democrats, and independents have each grown more likely to say government is too powerful this year. However, Republicans' and Democrats' views have generally become more polarized since Obama took office. And as you might expect, although the number of Democrats that believe government is now too powerful is also up from a few years ago, their number ranks far below that of Republicans and Independents.  Clearly, Democrats have no problem with the Obama government having as much power as it wants, but under a Republican administration such power was a no-no.

In exchange for that tough love to Minnesota Muslims, groups like CAIR labeled him and his colleague in Minnesota Omar Jamal as 'anti-Muslim.'" Bihi's own congressman (and CAIR fundraiser) Keith Ellison "did nothing to expose the radicalization of Muslims," Jasser said. At Bihi's House testimony in 2011, Jasser said, Ellison "smeared [Bihi"] and said he "was 'only invited to testify because [Bihi's] willing to diss the Somali and Muslim community in Minneapolis.'" Analysts like David Reaboi, Vice President of the Center for Security Policy, doubt that CAIR is "necessarily" pro-al-Shabaab. "Their mission is to destroy any allegation of 'radicalization' in Islam," says Reaboi. "They want everyone to be in fear of talking about it." NBC News reports that al Shabaab has a larger U.S. contingent than any other al-Qaeda offshoot. This fact makes almost laughable James Fergusson's op-ed in the NYT today in which he downplays the potential for radicalization of American Somali Muslims and posits that "the vast majority of young diaspora Muslims are likely to reject extremism on their own". He may be right about the "majority" ... but all it takes is one ... or 20 ... or ... and if only 1 returns, that's enough to cause the death of many! | | 'Armed', Off Duty SAS Officer Saved 100 Lives During Nairobi Westgate Mall Massacre Posted: 24 Sep 2013 06:01 AM PDT  Via The Telegraph, he had been sitting down having coffee, then jumped into action to save up to 100 people:. An off-duty member of the SAS emerged as a hero of the Nairobi siege yesterday, after he was credited with saving up to 100 lives. The soldier was having coffee at the Westgate mall when it was attacked by Islamists on Saturday. With a gun tucked into his waistband, he was pictured helping two women from the complex. He is said to have returned to the building on a dozen occasions, despite intense gunfire. A friend in Nairobi said: "What he did was so heroic. He was having coffee with friends when it happened. "He went back in 12 times and saved 100 people. Imagine going back in when you knew what was going on inside." Sources said the soldier was with the Special Air Service, or SAS. He cannot be named for security reasons. The British Special Forces regularly train and operate out of Kenya, and have been involved in tracking UK citizens involved with hardline Islamists in Somalia and Yemen. The Daily Mirror reported in August that a crack team of SAS and specialist terror police were already searching for Samantha Lewthwaite - the world's most wanted woman who was believed to have led the attack in Nairobi - in an attempt to net her in relation to terrorist attacks in the Indian Ocean resort of Mombasa. Former SAS members work with both the UK and Kenyan governments and security firms across East Africa. More here. A very brave hero, indeed, and it's a good thing that he was 'armed'. Can't help but wonder though, if the mall was a 'gun-free zone'. Oops, wouldn't have mattered to the terrorists, anyway. Such things don't matter to killers ... just to those authorized to carry.

| Drug Courts Celebrate National Recovery Month Posted: 24 Sep 2013 02:23 PM PDT  Drug Courts Celebrate National Recovery Month  A special exhibition in Fulton County, NY showcases art by people who overcame addiction in Drug Court. September is National Recovery Month. Since 1989, Recovery Month has been organized by the Substance Abuse and Mental Health and Human Services Administration (SAMHSA) as a means of celebrating the millions of Americans that have reclaimed their lives from addiction. National Recovery Month is dedicated to educating America on how, with treatment, the number of people in long-term recovery can continue to grow. This year’s Recovery Month theme is “Together on the Pathway to Wellness.” Drug Courts across the nation are celebrating by holding special community events to highlight the incredible success of their participants and graduates. For example, the Greater Cleveland Drug Court hosted the Celebrating Recovery 5K Walk & Run.
