Statement by Secretary Panetta on the Passing of General Norman Schwarzkopf

            The men and women of the Department of Defense join me in mourning the loss of General Norman Schwarzkopf, whose 35 years of service in uniform left an indelible imprint on the United States military and on the country.  The son of a decorated Army officer, General Schwarzkopf followed his father's legacy of service by enrolling in West Point in the 1950s.   His bravery during two tours in Vietnam earned him three silver stars, and set him on the path lead our troops into battle in Grenada, and then to take charge of the overall allied effort in the first Gulf War as Commander of United States Central Command.  General Schwarzkopf's skilled leadership of that campaign liberated the Kuwaiti people and produced a decisive victory for the allied coalition.  In the aftermath of that war, General Schwarzkopf was justly recognized as a brilliant strategist and inspiring leader.  Today, we recall that enduring legacy and remember him as one of the great military giants of the 20th century.  My thoughts and prayers are with the Schwarzkopf family in this time of sadness and grief.

NAVY

            Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded a $418,851,869 modification to a previously awarded advance acquisition contract (N00019-12-C-0009) to provide additional funding for the procurement of long lead parts and components required for the manufacture of 15 Lot 10 UH-1Y and 10 Lot 10 AH-1Z helicopters for the Marine Corps.  Work will be performed in Fort Worth, Texas (60 percent) and Amarillo, Texas (40 percent) and is expected to be completed in March 2016.  Contract funds in the amount of $418,851,869 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity. 

            Raytheon Co., Tucson, Ariz., is being awarded a $226,806,451 firm-fixed-price, multi-year contract (N00024-13-C-5409) for fiscal 2013, 2014 and 2015 Evolved Seasparrow Missiles production requirements.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $259,881,975.  This contract combines purchases for the Navy (83.47 percent); the Governments of Australia (1.13 percent); Denmark (1.42 percent); Canada (2.87 percent); Germany (2.36 percent); Norway (0.60 percent); Greece (1.37 percent); Netherlands (2.29 percent); Spain (0.04 percent); Turkey (0.84 percent); as part of the NATO Seasparrow Consortium; Japan (0.08 percent); and Thailand (3.53 percent) as Foreign Military Sales.  Work will be performed in Tucson, Ariz. (19 percent); Norway (13 percent); Germany (11 percent); Australia (10 percent); Canada (9 percent); Andover, Mass. (7 percent); The Netherlands (6 percent); San Jose, Calif. (4 percent); Spain (4 percent); Greece (3 percent); Camden, Ark. (3 percent); McKinney, Texas (3 percent); Turkey (2 percent); Beverly, Mass. (1 percent); Minneapolis, Minn. (1 percent); Reston, Va. (1 percent); Cincinnati, Ohio (1 percent); Cheshire, Conn. (1 percent); and Denmark (1 percent) and is expected to be complete by September 2016.  Funding in the amount of $45,200,942 will be obligated at the time of award.  Contract funds in the amount of $139,772 will expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S.C. 2304 (c)(1).  The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

            Raytheon Co., Tucson, Ariz., is being awarded a $140,000,000 cost-plus-fixed-fee contract (N00024-13-C-5410) for calendar year 2013 Evolved Seasparrow Missile Design Agent, in-service support, technical engineering support services and Block 2 risk reduction support.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $237,000,000.  This contract combines purchases for Evolved Seasparrow Design Agent Services for the Navy (77 percent); the Governments of Australia (19 percent); Denmark (4 percent); ESSM Block II Risk Reduction Support for the Navy (25 percent); the Governments of Australia (33 percent); Canada (22 percent); Norway (20 percent); In-Service Support and Technical Engineering Support Services for the Navy (32 percent); the Governments of Australia (17 percent); Canada (15 percent); Germany (11 percent); The Netherlands (6 percent); Norway (5 percent); Turkey (5 percent); Denmark (3 percent); Greece (4 percent); and Spain (2 percent).  Work will be performed in Tucson, Ariz. (90.65 percent); Germany (2.55 percent); Norway (2.11 percent); Australia (1.53 percent); The Netherlands (1.36 percent); Canada (.68 percent); Spain (.42 percent); Turkey (.30 percent); Denmark (.28 percent); and Greece (.12 percent) and is expected to be complete by December 2013.  Funding in the total amount of $13,027,010 will be obligated at time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S.C. 2304 (c)(1).  The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

            Raytheon Co., Integrated Defense Systems, Tewksbury, Mass., is being awarded a not-to-exceed $26,628,000 contract modification to previously awarded cost-plus-award-fee letter contract (N00024-05-C-5346) for the development and execution of Phase II CVN 78 dual band radar test and evaluation at the Raytheon Software Development Laboratory and Wallops Island Engineering Test Center, Land-Based Test Site; and Dual Band Radar Software Interface Development for Battle Force Tactical Trainer, Surface Electronic Warfare Improvement Program, and TPX-42 radar.  Work will be performed in Sudbury, Mass. (80 percent), and Tewksbury, Mass. (20 percent), and is expected to be completed by June 2014.  Funding in the amount of $13,322,500 will be obligated at time of award.  Contract funds in the amount of $4,135,000 will expire at the end of this fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

            IMECO Inc., Iron Mountain, Mich., is being awarded a $22,068,962 fixed-price with economic price adjustment contract (N00033-13-C-7506) for the installation of an intelligent heating, ventilating, air conditioning, and refrigeration system on board the Lewis and Clark ship class.  The system will reduce the operating cost for the class and is part of the Navy's energy conservation program.  The Lewis and Clark class's primary mission is to provide fuel, ammunition and dry and refrigerated stores to support Navy ships at sea, enabling them to remain underway for extended periods.  The contract includes options which, if exercised, would bring the total contract value to $44,741,935.  Work will be performed in Iron Mountain, Mich., and is expected to be completed by Dec. 31, 2017.  Contract funds in the amount of $22,068,962 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract was sole-sourced in accordance with 10 U.S.C. 2304(c)(1).  The Navy's Military Sealift Command is the contracting activity. 

            Woodcrest Ace Hardware, Riverside, Calif., is being awarded an estimated $14,000,000 fixed-price requirements contract (M00681-13-D-0003) for the consignment of industrial supplies for the Consolidated Material Service Center (CMSC), Marine Corps Base (MCB), Camp Pendleton, Calif.  The scope of this contract is to provide industrial supplies to the CMSC "serv-mart" store.  This contract includes two option years, which if exercised, would bring the contract value to an estimated $42,000,000.  Work will be performed at Camp Pendleton, Calif., and work is expected to be completed by Dec. 31, 2013.  If the options are exercised, work will continue through Dec. 31, 2015.  This contract was competitively procured via the Navy Electronic Commerce Online website, with two offers received.  Contract funds in the amount of $324,000 will be obligated on this award.  The contract will be funded through quarterly or monthly delivery orders that begin on Jan. 1, 2013.  Contract funds in an estimated amount of $14,000,000 will expire at the end of the current fiscal year.  The Regional Contracting Office-Marine Corps Installation West, MCB, Camp Pendleton, Calif., is the contracting activity. 

            Straub-Martin Harris, A Joint Venture, Fallbrook, Calif., is being awarded an $8,658,743 modification under a previously awarded firm-fixed-price contract (N62473-10-C-5007) to increase the maximum dollar value for the purchase, delivery and installation of furniture, fixtures, and equipment/collateral equipment for three bachelor enlisted quarters and a dining facility at the Marine Corps Air Ground Combat Center at Twentynine Palms.  After award of this modification, the total cumulative contract value will be $138,977,808.  Work will be performed in Twentynine Palms, Calif., and is expected to be completed by July 2013.  Contract funds in the amount of $8,658,743 will be obligated at the time of award, and will not expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity. 

DEFENSE LOGISTICS AGENCY

            E-One Inc., Ocala, Fl., was awarded contract (SPE8EC-13-D-0005).  The award is a fixed-price with economic price adjustment contract with a maximum $382,500,000 for procurement of commercial type fire and emergency vehicles.  There are no other locations of performance.  Using military services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  There were twenty-four solicitations with twenty-four responses.  Type of appropriation is fiscal 2013 through fiscal 2018 Defense Working Capital Funds.  The date of performance completion is Dec. 26, 2017.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. 

            CFM International Inc., Cincinnati, Ohio, was issued a modification exercising the first option year on contract (SPRTA1-12-D-0021) modification number P00001.  The modification is a firm-fixed-price, sole source contract with a maximum $125,054,394 for engine parts.  There are no other locations of performance.  Using services are Army, Navy, Air Force, and Marine Corps.  There was one solicitation with one response.  Type of appropriation is fiscal 2013 and fiscal 2014 Defense Working Capital Funds.  The date of performance completion is Oct. 31, 2013.  The contracting activity is the Defense Logistics Agency Aviation, Tinker Air Force Base, Okla. 

            KPMG LLP, McLean, Va., was awarded contract (SP4703-11-A-0017-0024).  The award is a firm-fixed-price contract with a minimum $21,923,960 for management services.  There are no other locations of performance.  Using service is federal civilian agencies.  There were six responses to the General Services Administration solicitation.  Type of appropriation is fiscal 2013 Defense Working Capital Funds.  The date of performance completion is Dec. 31, 2013.  The contracting activity is the Defense Logistics Agency Contracting Services Office, Richmond, Va. 

AIR FORCE

            General Atomics Aeronautical Systems Inc., Poway, Calif., (FA8620-10-G-3038, 006) is being awarded a $28,282,516 cost-plus-fixed-fee contract for logistics support for the MQ-1/MQ-9 Reaper Unmanned Aerial Systems program.  The location of the performance is El Mirage and China Lake, Calif.  Work is expected to be completed by Dec. 31, 2013.  The contracting activity is AFLCMC/WIIK, Wright-Patterson Air Force Base, Ohio. 

            Rapid Runway Repair Inc., Delhi, La., (FA8630-13-C-5045) is being awarded a $13,207,769 firm-fixed-price, time and material contract to acquire fiberglass mat rapid runway repairs kits including all necessary support hardware kits.  The location of the performance is Delhi, La.  Work is expected to be completed by Jun. 30, 2014.  Contract involves foreign military sales to Taiwan Air Force.  AFLCMC/WFG, Wright-Patterson Air Force Base, Ohio is the contracting activity. 

            The John Hopkins University,Applied Physics Laboratory, Laurel, Md., (FA8808-13-C-0004) is being awarded a $9,403,639 cost-plus-fixed-fee contract for support to the Weather Satellite Follow-on Broad Agency announcement.  The location of the performance is Laurel, Md.  Work is expected to be completed by Dec. 19, 2013.  SMC/PKW, Los Angeles Air Force Base, Calif is the contracting activity. 

DEFENSE THREAT REDUCTION AGENCY

            Ichor Medical Systems Inc., San Diego, Calif., (HDTRA1-13-C-0006) is being awarded a $3,559,589 cost-plus-fixed-fee research and development contract for the clinical assessment of a Multivalent Alphavirus DNA vaccine delivered by Electroporation.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $11,036,503.  Work will be performed at San Diego, Calif., and is expected to be completed by Dec. 19, 2016.  Solicitation was issued for full and open competition and 56 proposals were received.  Contract funds in the amount of $3,356,162 will be obligated at the time of award and contract funds will not expire at the end of the current fiscal year.  Defense Threat Reduction Agency, Fort Belvoir, Va., is the contracting activity.

AIR FORCE

CORRECTION

            United Technologies Corp., Pratt and Whitney, East Hartford, Conn., (FA8611-08-C-2896) is being awarded a not to exceed $222,652,606 contract modification contract for F119 engine sustainment.  The location of the performance is East Hartford, Conn., Edwards, Elmendorf, Hickam, Hill, Holloman, Langley, Nellis, Sheppard, Tinker, and Tyndall Air Force Bases.  Work is expected to be completed by Dec. 31, 2013.  AFLCMC/WWUK, Wright-Patterson AFB, Ohio is the contracting activity.

Military Commissions Media Invitation Announced

United States v. Abd al-Rahim Hussein Muhammed Abdu Al-Nashiri

            The Department of Defense and the Office of Military Commissions will allocate seats for news media aboard military chartered aircraft for travel from Andrews Air Force Base, Md., to Naval Station Guantanamo Bay, Cuba, on Jan. 14, 2013, to cover military commission proceedings scheduled for Jan. 15-17, 2013, in the case of United States v. Abd al-Rahim Hussein Muhammed Abdu Al-Nashiri.  Return travel is planned for Jan. 18, 2013. 

            Due to a limited number of seats aboard the flight and limited accommodations at Guantanamo Bay, selection is not guaranteed.  However, there will be an additional opportunity for media members to view the proceedings by closed circuit television (CCTV) from a media work center at Fort George G. Meade, Md., on Jan. 15-17, 2013. 

United States v. Khalid Sheikh Mohammed et. al.

            In a second proceeding, the Department of Defense and the Office of Military Commissions will allocate seats for news media aboard military chartered aircraft for travel from Andrews Air Force Base to Naval Station Guantanamo Bay, Cuba, on Jan. 27, 2013, to cover military commission proceedings scheduled for Jan. 28-31 in the case of United States v. Khalid Sheikh Mohammed, Walid Muhammad Salih Mubarak Bin 'Attash, Ramzi Binalshibh, Ali Abdul Aziz Ali, and Mustafa Ahmed Adam al Hawsawi.  Return travel is planned for Feb. 1, 2013.

            As with the first proceeding, there will be an additional opportunity for media members to view United States v. Khalid Sheikh Mohammed et. al., by closed circuit television (CCTV) from a media work center at Fort George G. Meade, Md., on Jan. 28-31, 2013. 

            Media desiring to view either or both hearings should send their requests via email to GTMO.Press@osd.mil.  All requests must be received by 5 p.m. EST, Jan. 3.  Media members should submit their names, positions, sponsoring organization and contact information to the above email address.  Multiple names from the same organization may be listed.  Requesters should indicate each individual's desire to be considered for travel to Guantanamo or Fort George G. Meade or both. 

            Media selected to cover both proceedings will not be permitted to remain at Guantanamo during the break between proceedings.  

            If the number of media requests received exceeds the number of available media spaces at either Guantanamo Bay or Fort Meade, selections will be made based on the following criteria and categories:

  • Media outlets that consistently reach a large audience;
  • Media outlets that have a history of reporting on the Department of Defense, Guantanamo Bay, military commissions, or closely related topics;
  • Outlets that represent a mix of mediums;
  • Outlets that include both domestic and international news media; and
  • Media that represent regional markets with a specific nexus to these commission proceedings. 

            Applicant media organizations are welcome to provide documentation and examples demonstrating how they meet one or more of the above criteria and categories.  Media selected to travel to Guantanamo or to attend the CCTV broadcast in the United States will be sent a selection confirmation by email after the closing date of Jan. 3, along with instructions on travel.

Face of Defense: Military Brothers Meet for Christmas

BAGRAM AIRFIELD, Afghanistan, Dec. 27, 2012 - Up until a few days ago, Air Force Staff Sgt. Derek Allen hadn't seen his brother, Army Cpl. Greg Allen, in more than three years. However, a twist of fate brought them together here for the Christmas holidays.

"Both of us being here in [Afghanistan] is the closest we have ever been to each other since Thanksgiving 2009," said Derek, a 455th Expeditionary Maintenance Squadron tactical aircraft maintenance craftsman, deployed from Davis-Monthan Air Force Base, Ariz.

As a teenager in Akron, Ohio, Derek said, he was driven to join the Air Force following 9/11.

"We took the path less traveled," Derek said of the choices he and his brother made to join the armed services.

Their parents, Charles and Melissa, said their eldest son's decision to join the Air Force was long planned.

"[Derek] knew well into his senior year," Melissa said. "He signed even before he graduated."

But while Derek chose the Air Force, his brother opted for the Army.

"He didn't want to be like his older brother," Derek said with a grin. "He wanted to blaze his own path."

Greg said his brother was one of the biggest supporters of his decision to join the Army.

Despite some good-natured ribbing about each other's chosen service, the Allen brothers say they have found the military has only strengthened their relationship despite their physical distance.

Recently, that special relationship was strengthened even further. Derek was able to look out for his younger brother without even realizing it at the time.

As a member of the A-10 Thunderbolt II phase inspection team here, Derek ensures that the A-10 aircraft are ready to execute their close-air support mission for troops in the field. One December day, two A-10s were providing air support when they received a call that a unit was under fire and needed overhead assistance. One aircraft made a pass over the area and got the call from the joint terminal attack controller that they needed some heavy fire. The aircraft dropped two 500-pound bombs, hitting the target; the hostile fire subsided.

Derek later found out the unit that needed assistance was part of the 101st Airborne Division and his brother was among the troops whose lives were safeguarded that day.

"When it comes to close-air support, the A-10 is the first thing you think of," Greg said. It was a tremendous confidence boost to watch the A-10 do its work, he added.

"That was a moment where I knew everyone was going to make it back," he said.

Soon afterward, Greg contacted his brother via Facebook asking him to thank the A-10 pilot. Derek said he has always taken pride in his work, but hearing the news of how aircraft he prepares for flight helped to protect his brother increased that pride.

"It's not every day that an older brother truly gets to make sure that the skies over his little brother are safe," he said. "To know my brother gets to come home to my niece and his wife is a great feeling."

When the brothers' respective leaders heard the story, they launched a successful effort to get them together for the holidays. When Greg arrived here, the time they'd spent apart seemed to disappear, the Allens said.

"It was literally like having seen him just yesterday," Derek said of his brother's arrival.

That came as good news to their parents.

"They don't want us to worry," Melissa said. "When we finally got the gist of what happened, we were like 'Oh, wow, those types of things really are going on.'"

Charles echoed his wife's feelings.

"Like any other parent you're always thinking about it but at the same time you aren't thinking about it," he said.

For the time being, however, Melissa and her husband said they were thrilled at the thought of their boys spending Christmas together for the first time in years.

"It really is an awesome Christmas gift," she said. "They may not be with us and we're not with them, but at least they can be with each other."

It was a grand week for the avionics world as AEA2012 took place in early
April, 2012. One of the highlights of that event is the annual "New Product

GA Growth Will Help Drive Aerospace Gains In 2013 AIA Predicts Modest Increases Over The Next Five Years


Sales of general aviation (GA) aircraft and related products and services
are expected to increase modestly over the next five years, fueled largely
by sales of business aircraft, according to the Aerospace Industry
Association’s (AIA) 2012 Year-End Review & Forecast. The report
also predicts that sales of larger business jets will lead the sector and
account for as much as 40 percent of all GA aircraft deliveries over the
next 10 years. AIA further predicts that by the end of the decade, roughly
20 percent of all global business jet deliveries will go to buyers in China,
up from about 7 percent today.



AIA said total GA aircraft shipments, including those of business aircraft,
will reach 1,705 units in 2013, up about 9.8 percent from 1,553 units in
2012. GA aircraft also would likely account for nearly 59 percent of the
total civil aviation aircraft shipped in 2013. Total GA dollar sales are
expected to increase next year by almost 14 percent to $10.8 billion from
about $9.5 billion in 2012.


Once the final 2012 figures are in, AIA expects that overall aerospace and
defense industry sales for the year will have increased by 3.4 percent, from
$210.8 billion in 2011 to $217.9 billion. The sales increase is projected to
be largely due to strong civil aircraft sales, including those of business
jets, as well as increases in aerospace and defense exports, to an estimated
total of $95.5 billion in 2012 from $85.3 billion in 2011.


Total sales of civil aviation aircraft are expected to reach $67.48 billion
in 2013, an 11.4 percent gain from 2012’s predicted total of $60.59
billion. Total aerospace industry aircraft shipments are expected to
increase to nearly 2,900 units – up more than 10 percent from
2012’s predicted total of 2,624 aircraft shipments.


Naturally, the improving market is creating more aerospace jobs. By year
end, total industry employment is projected to have increased slightly in
2012 to more than 629,000 jobs from around 625,000 at the end of 2011.
Despite layoffs at some facilities supporting military programs, overall
employment is expected to grow because of increased civil aircraft output.



However, AIA President and CEO Marion Blakey (pictured) warned that the
industry’s growth could be threatened should Congress fail to reach
agreements that would forestall mandatory across-the-board tax increases and
federal government spending cuts, which are due to take effect on Jan. 1.
She added that forecasting the industry’s outlook for 2013 is
extremely difficult, “given the cloud of fiscal-cliff
uncertainties.”


Blakey added that much needs to be done to ensure the aerospace
industry’s long-term health. She outlined some of the
association’s top policy priorities for next year, which include
promoting implementation of the NextGen air transportation system, export
control reform, extension of the R&D tax credit, focused investment in
defense procurement and R&D and progress on NASA’s human space
exploration strategy.

SpaceX's Grasshopper Takes Giant Leap Towards Reusability With 12-Story Flight Twenty-Nine Second 'Hop' Tested Closed Loop Thrust Vector And Throttle
Control


SpaceX's Grasshopper took a 12-story leap towards full and rapid rocket
reusability in a test flight conducted December 17, 2012 at SpaceX’s
rocket development facility in McGregor, Texas.



Grasshopper, SpaceX’s vertical takeoff and landing vehicle (VTVL),
rose 131 feet, hovered and landed safely on the pad using closed loop thrust
vector and throttle control. The total test duration was 29 seconds.


Grasshopper stands 10 stories tall and consists of a Falcon 9 rocket first
stage, Merlin 1D engine, four steel landing legs with hydraulic dampers, and
a steel support structure.


The 12-story flight marks a significant increase over the height and length
of hover of Grasshopper’s previous test flights, which took place
earlier this fall. In September, Grasshopper flew to 6 feet, and in
November, it flew to 17.7 feet/2 stories including a brief hover.


Testing of Grasshopper will continue with successively more sophisticated
flights expected over the next several months.


SpaceX is conducting the tests in three phases, with the first being these
low-altitude short-duration flights. According to a draft FAA Environmental
Impact Assessment published in 2011, in Phase 2, there would be slightly
less propellant loaded, a different thrust profile, and the maximum altitude
would be increased to 670 feet, still below Class E Airspace. The mission
duration during Phase 2 is again approximately 45 seconds.


The goal of Phase 3 is to verify the Grasshopper RLV’s ability to
perform a VTVL mission at higher altitudes and higher ascent speeds and
descent speeds. To achieve this, the maximum mission altitude would be
increased from 670 feet incrementally up to 11,500 feet. The altitude test
sequence likely would be 1,200 feet; 2,500 feet; 5,000 feet; 7,500 feet; and
11,500 feet. The maximum test duration would be approximately 160 seconds.
The Grasshopper RLV would land back on the launch pad.

Contracts For American Eagle Labor Unions Approved By Judge All Collective Bargaining Agreements For American, American Eagle Now In
Place


In bankruptcy court just before Christmas, Judge Sean Lane placed his stamp
of approval on three labor contracts between American Eagle airline and its
primary collective bargaining units, the last such agreements that needed
approval before AMR Corp could emerge from bankruptcy.



The Dallas Morning News reports that the order applies to labor agreements
with American Eagle Airlines and Executive Airlines, both owned by AMR
Eagle, and ALPA, AFA-CWA, and the Transport Workers Union.


American Eagle CEO Dan Garton said in a message to employees that the ruling
will allow the airline to "begin implementing the labor cost savings that
are required for our successful restructuring."


It is still not known whether American will merge with US Airways, a move
that the APA, which represents American's mainline pilots, has vocally
supported. Talks are reportedly underway between the APA and the US Airline
Pilots Association covering issues pertaining to a potential merger.
American's management has said consistently that it hopes to emerge from
Chapter 11 as a stand-alone airline.


The airlines and their parent company AMR Corp. entered bankruptcy in
November of 2011.

Coalition To Save Our GPS Files Comments With FCC Agency’s Consideration Of LightSquared’s Requests Must 'Not Come
At The Expense Of Critical GPS Services'


In a comments filing made before Christmas, the Coalition to Save Our GPS
has stressed to the FCC that as it considers expansion of terrestrial use of
the mobile satellite spectrum (MSS) adjacent to GPS it is vitally important
that expansion “not come at the expense of critical GPS
services” and called for a ”comprehensive consideration of all
relevant public policy issues” and careful consideration of “the
overall public interest, not simply the immediate exigencies surrounding the
proposed business plan of a private party.”



The FCC is considering a request by LightSquared to modify its ancillary
terrestrial component (ATC) authority, and the company is petitioning the
FCC to revise its rules regarding LightSquared’s terrestrial use of
its MSS spectrum. Commenting on LightSquared’s requests, the Coalition
late Monday filed comments with the FCC in which it urged the Commission
“to address any unresolved issues regarding interference to GPS”
before allowing LightSquared “to launch the terrestrial services
contemplated” in its proposals.

The Coalition stressed that while it “fully supports the
Commission’s goal to make more spectrum available for wireless
broadband services and remains committed to working with all relevant
stakeholders to achieve this goal, such an objective must not come at the
expense of critical GPS services.” The Coalition added, “The
Commission must ensure that any action it takes in these proceedings
represents sound spectrum management.”

The Coalition, which has more than 70 members and 130 associate members
representing more than 100,000 companies and millions of employees in a
broad range of industries, made four major points in its 21 page filing:

1) Consistent with the findings of the Commission’s International
Bureau and the National Telecommunications and Information Administration,
LightSquared should be required to relinquish terrestrial authority in the
upper 10 megahertz of the L-Band at 1545-1555 MHz due to the potential for
harmful “overload” interference to GPS receivers from operations
in that band.
2) The Commission should initiate a rulemaking proceeding to address the
potential use of the lower 10 megahertz of the L-Band at 1526-1536 MHz as
well as the 1627.5-1637 MHz and the 1646.7-1656.7 MHz bands for terrestrial
operations and continue its ongoing rulemaking proceeding to determine the
feasibility of using the 1675-1680 MHz band for terrestrial operations.
3) The Coalition reiterated that the MSS spectrum which LightSquared
proposes to repurpose for ubiquitous high-power terrestrial use is satellite
spectrum in a band historically reserved for satellite use. The Coalition
stated: “Revisionist history and misperceptions of prior decisions
aside, the Commission has previously authorized only limited ‘fill
in’ terrestrial use of the MSS band by MSS license holders to enhance
a satellite-based communications service. The Commission should only modify
the policies and rules that limited terrestrial operations in the MSS band
after considering in depth the costs and benefits, and therefore, the
overall public interest, in authorizing more extensive high-powered
terrestrial operations in satellite spectrum closely adjacent to a critical
public utility, GPS.”
4) Given the extraordinary success of GPS, with over 500 million receivers
in use in the U.S. alone, the Commission should be particularly careful in
weighing costs of any forced transition away from policies which preserve
the historically “quiet neighborhood” adjacent to GPS. The
Coalition stated that, “Costs include not just the expense of
replacing devices in the field, which might be addressed through a
sufficiently long transition period, but also the impact of engineering
changes on the costs of such a large number of devices and the performance
penalties that would result from re-engineering the incredible variety of
GPS receivers to filter out signals billions of times stronger than GPS
signals as received on Earth. Given the tremendous and exponentially
increasing success and penetration of GPS technology, as currently designed,
in virtually every significant business and consumer activity, the
Commission should set the bar very high for those who would
alter the development of GPS technology to force accommodation of
high-powered terrestrial operations in nearby spectrum, even if such
accommodation is believed to be “technically feasible” in some
narrow sense by some proponents. The Commission has not evaluated this
fundamental issue, and it must carefully make any predictive
judgments.”




The Coalition said it recognizes the need for additional spectrum to support
the growth of both the mobile broadband market and the mobile wireless
industry, saying that it “strongly supports the Commissions efforts to
make such spectrum available when it engages in sound spectrum management
and determines that the technical bases for doing so are sound.”


The Coalition concluded its comments by declaring that the FCC “must
continue to ensure that GPS operations are not disturbed by the conversion
of spectrum for terrestrial operations. The Commission should modify
LightSquared’s license expeditiously to remove its ATC authority in
the Upper L-Band. However, the proposed use of the other bands that
LightSquared targets – the Lower L-Band spectrum, the Uplink Bands and
the 1675-1680 MHz band – all require additional study.”

Boeing, China Airlines Announce Order For Six 777s Order Marks The First 777 Purchase For China Airlines


China Airlines has placed an order with Boeing for six 777-300ERs (Extended
Range) airplanes. The order, which is valued at approximately $2 billion at
list prices, includes purchase rights for four additional 777-300ERs. The
new airplanes will become the first 777s to join China Airlines' fleet.



"The introduction of the 777-300ER into our fleet is another important step
toward growing our global operations and enhancing our product offering,"
said Huang-Hsiang Sun, president of China Airlines. "The 777-300ER sets the
standard for twin-aisle airplanes with improved reliability and airplane
performance. Our new 777-300ER airplanes will feature new interiors that
will enhance the flying experience for our passengers."

Taiwan's flag carrier is in the midst of renewing its long-haul fleet and
plans to operate the new 777-300ERs on new trans-Pacific flights between
North America and Asia. The new airplanes will help the airline enhance its
status as the largest airline in Taiwan and a leading global carrier.

"China Airlines has been a valued Boeing customer for more than 50 years and
we are honored the airline has chosen the 777-300ER to expand its long-haul
fleet," said Ray Conner, president and CEO of Boeing Commercial Airplanes.
"The introduction of the new 777-300ERs will provide China Airlines with new
state-of-the-art cabin interiors, while adding improved airplane performance
and economics to its long haul fleet."

In addition to the Boeing order for six 777-300ERs, China Airlines also will
lease four 777-300ERs from GE Capital Aviation Services (GECAS). China
Airlines currently operates 23 Boeing passenger airplanes consisting of
747-400s and 737-800s, and 21 Boeing cargo aircraft consisting of 747-400Fs.

Delta Swamped With Applicants For Flight Attendant Jobs About Two Applications Came In Every Minute For The Positions


When Delta recently posted 300 flight attendant jobs outside the company,
the response it got seems to indicate that there are still a lot of people
in the country looking for a job. The airline received 22,000 applications
for the 300 openings in the first week of the posting, or about 73 hopeful
employees for every job.



Delta CEO Richard Anderson said in a weekly recorded message to employees
that the applications had arrived at a pace of about two per minute,
according to Bloomberg Business News. He said that the airline would be
seeking new FAs with such skills as the ability to speak a second language
for the global expansion the carrier has planned.


One of the attractions for the jobs is the perk of flight privileges for
employees. And it's not the first time that Delta has seen overwhelming
response to one of its postings. The airline reported that when it posted
1,000 jobs in October, 2010, it received about 100 applicants for every
position ... or 100,000 resumes.


This latest round could reach as many as 400 positions, according to Delta
spokeswoman Betsy Talton. She said up to 30 percent of those hired will be
multilingual, with a focus on candidates able to speak Japanese, Hindi,
Mandarin, or Portuguese along with other languages. The airline said it
plans begin conducting interviews next month, with the new flight attendants
making their first flights in June.

Florida Town Banking On SeaRey Production To Solidify Brand As 'Seaplane City' Progressive Aerodyne Manufacturing The Amphib LSAs In Tavares, FL


Tavares, FL, hopes to gain wider recognition of its official brand as
"America's Seaplane City," and with Progressive Aerodyne manufacturing the
popular SeaRey amphibious airplane on the shores of Lake Dora, they may have
a moved a step closer towards that goal.



The city has already re-branded its self to reflect the importance of
seaplanes to the local economy, having established a seaplane base in 2010
that has seen an estimated 3,400 landings over the past two years. The town
of about 14,000 residents has also reworked its downtown area, which has
seen several new restaurants and one boutique hotel open for business.


But the Orlando Sentinel reports that the city thinks that the SeaRey
manufacturing facility will be a catalyst for additional economic recovery,
not only for Tavares but the entire region. SeaRey, which won classification
as an LSA from the FAA in November, will be joined in central Florida by
ItalicoAviation USA, which will build LSAs in Kissimmee, FL, and Wipaire
plans a service center in Leesburg.


City Administrator John Drury said that over the next three to five years,
he expects that a "seaplane cottage industry" will grow up around Tavares,
attracting not only aviation but other businesses to the region.
