China's Ministry of Environmental Protection and the China Insurance Regulatory Commission jointly released the "Guiding Opinions on Compulsory Environmental Pollution Liability Insurance (huanfa [2013] No.10)" on February 21, which forces heavily-polluting enterprises to join an environmental liability insurance system to ensure they can provide adequate compensation for any damages caused.
With the aim to improve the country's environmental risk management capabilities, China's Ministry of Environmental Protection issued the "12th Five-Year Plan for Prevention and Control of Chemical Risks to the Environment" on February 21, which is the country's first plan to safeguard the environment against dangerous chemicals. In the Plan, the Chinese government has officially admitted the existence of "cancer villages" for the first time.
Is it possible under today's global trade circumstances to both have your cake and eat it too? Right now, the answer is yes. China's State Intellectual Property Office officially released the "2013 Intellectual Property Work Plan for Strategic Emerging Industries" on February 18, which has been jointly prepared by 10 departments. The Plan has specified 50 measures for the country's intellectual property development in eight key areas, which we discuss here.
Vietnam has approved a plan to boost its economy by focusing on restructuring public investments, banks and state-owned enterprises. Furthermore, in an attempt to generate sustainable growth by 2020, attention will also be placed on strictly controlling inflation.
Asia now accounts for 42 percent of the world's internet users. In 2012 alone, Asia gained an additional 102 million new internet users at an average of 11,350,000 new users per month. The region also maintains an estimated internet penetration rate of 27 percent, and has a total of 1.04 billion internet users, up from 418 million in 2007.

Govt eyes Rs 40,000 cr from spectrum sale next fiscal (HBL) The Finance Ministry is expecting to get Rs 40,847 crore from telecom services, including sale of spectrum and annual licence fee, in 2013-14. Last year, the Ministry had pegged income from telecom at around Rs 58,217 crore but ended up getting only Rs 19,440 cr.
Budget 2013: Reduction of overall duty will help local telecom firms (ET) Mobile phone companies and the department of telecommunications want P Chidambaram to address a slew of long-pending demands, including providing the "infrastructure" status to the sector and revising the "high" taxes and levies on the industry.
Vodafone offers conciliation; Cabinet to decide on offer (HBL) Vodafone has offered conciliation on the controversial $11.2-billion Hutchison Essar deal of 2007 and Cabinet will take a decision on whether to go for it or not, Finance Minister P. Chidambaram has said.
Higher excise duty may mean fewer smartphones sold (HBL) About 70 per cent of imported mobile phones and about 60 per cent of domestically manufactured mobile phones are priced at Rs 2,000 or below. Mobile phones enjoy a concessional excise duty of 1 per cent.
Expected more for telecom (HBL) The mobile industry is going through a severe stress test with margins declining, financial debt at unsustainable levels and annual growth rates falling from double digits to 4-5 per cent.
