Guangdong Revises Minimum Wage Levels

The People's Government of Guangdong released the "Notice on Adjusting Minimum Wage Levels for Employees in Guangdong Province" on February 25, which raises the minimum wage levels across the province by an average of 19.1 percent from May 1, 2013. Detailed information can be found here.

ASEAN-India Free Trade Area Part IV

In the fourth and final part of our ASEAN-India Free Trade Area analysis, we will examine trade trends and statistics from India to Thailand, Singapore and Malaysia. Thailand, Singapore and Malaysia combine for a GDP of US$864.02 billion, a population of 101.6 million and exports to India amounting to US$23.5 billion (or, about 5 percent of India's total imports).

Walmart Announces Zero-Tolerance Policy, Stricter Standards for Suppliers

Wal-Mart Stores Inc. has announced a "Zero-Tolerance Policy" on unauthorized sub-contracting, affecting all suppliers of Walmart stores and subsidiaries in the United States, United Kingdom and Canada. Effective from March 1, the Zero Tolerance Policy for subcontracting replaces the multinational retail giant's former three-strike-rule, and indicates that Walmart will terminate the relationship with any supplier found to be engaged in unauthorized sub-contracting.

U.S. Foreign Account Tax Compliance Act in Full Swing

The Foreign Account Tax Compliance Act (FATCA) was enacted in 2010 by the U.S. Congress to target non-compliance by U.S. taxpayers using foreign accounts. It requires foreign financial institutions to report to the Internal Revenue Service information about financial accounts held by U.S. taxpayers worth more than US$50,000, or by foreign entities in which U.S. taxpayers hold a substantial ownership interest.

   

AIC Releases Requirements for 2012 Annual Inspection

The 2012 annual inspection season for Chinese enterprises officially began on March 1, 2013 and will end on June 30, 2013. The Administration of Industry and Commerce (AIC) recently promulgated a Circular to remind AIC-registered enterprises to undergo annual inspection on time, specifying the requirements for the inspection. All AIC-registered enterprises should fill out the relevant information in the online annual inspection system and submit the required documentation within this time period.

Western China, New Powerhouse for China's Economy

With the introduction of China's "Go West" policy in 1999, the country's western region entered into period of consistently elevated economic development. The "Go West" policy covers 12 regions in the western part of China, which together account for about 70 percent of the country's land area and nearly 30 percent of its population. In 2011, imports and exports in the region amounted to US$184 billion (9.4 times that of 1999), meanwhile, foreign direct investment into the region reached US$11.57 billion the same year (10 times the levels seen in 1999).

Highlights From India's 2013 Budget

India's Finance Minister Mr. P. Chidambaram recently presented his 2013 Budget to the Indian Parliament in one of the most keenly awaited documents of recent years. The coming year's Budget has been seen as critical by both Indian and international analysts, as many see 2013 as the year India may regain its impressive growth rates, but also where the Indian government must implement concrete plans to avoid the emergence of long-term fiscal problems.

Vietnam To Open Up Banking System

In an attempt to obtain additional capital for its already debt-ridden banking system, Vietnam is further opening the door to foreign ownership of its banks. Via a State Bank of Vietnam circular, the government announced that it has issued a draft decree that would allow the Prime Minister to permit foreigners on a case-by-case basis to obtain strategic stakes of over 30 percent in Vietnamese banks. It is stipulated that such foreign strategic partners must be a financial institution with at least US$20 billion in total assets, and also have less than a 10 percent stake in another Vietnamese bank.

Swapping spectrum: Finance ministry may push for DoT-defence deal (ET)
The finance ministry may push for a spectrum swap deal between the telecom department and the armed forces to free up 15 MHz or units of 3G airwaves in the 2100 MHz band for commercial use, creating a sizeable revenue opportunity for the government.
