CONTRACTS

DEFENSE LOGISTICS AGENCY

            Allied Joint Venture, Hialeah, Fla.*, is being awarded a fixed-price with economic-price adjustment, sole-source contract (SPM2DE-13-D-7603) with a maximum $50,000,000 for delivery of medical and surgical items.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  There was one solicitation with one response.  Type of appropriation is fiscal 2013 through fiscal 2018 Defense Working Capital Funds.  The date of performance completion is Nov. 21, 2013.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. 

NAVY

            G4S Government Solutions, Palm Beach Gardens, Fla., is being awarded a $17,108,424 modification under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N33191-11-D-0738) to exercise option one for base operating services at Naval Support Activity, Kingdom of Bahrain.  The work provides for but is not limited to, all management, supervision, tools, materials, supplies, labor, and transportation services necessary to perform trouble calls, security, galley, facilities investment, custodial, pest control, integrated solid waste management grounds maintenance, wastewater, operate reverse osmosis water treatment system and base support vehicles and equipment.  The total contract amount after exercise of this option will be $32,306,710.  Work will be performed in the Kingdom of Bahrain, and work for the option period is expected to be completed November 2013.  Contract funds in the amount of $15,677,295 are obligated on this award and will not expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Europe Africa and Southwest Asia, Naples, Italy, is the contracting activity. 

            Northrop Grumman Aerospace Systems, San Diego, Calif., is being awarded a $15,010,161 cost-plus-fixed-fee contract for operations and maintenance services in support of the MQ-8B Fire Scout.  Work will be performed in Afghanistan (90 percent), and Patuxent River, Md. (10 percent), and is expected to be completed in November 2013.  This contract was not competitively procured pursuant to FAR 6.302-1.  Contract funds in the amount of $1,500,000 will be obligated at time of award and will expire at the end of the current fiscal year.  The remaining funding will be obligated on individual delivery orders as they are issued.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-C-0018). 

            SEDNA Digital Solutions L.L.C., Manassas, Va., is being awarded a $14,964,337 modification to exercise previously awarded options on contract (N00024-08-C-6203) for engineering and technical services to support development, integration, test, demonstration and certification of a high fidelity front end simulation for common processing systems.  This effort includes exploring new approaches to highfidelity stimulation for testing sensor interfaces and processing, as well as developing new or augmenting existing capabilities as required to meet the acoustic processing needs for the Navy's submarine sonar systems.  These services will provide for the continued engineering, fabrication, test, installation, and training services for the analysis, design and, prototyping of components related to open architecture concepts for an improved capability for both legacy and future variants of Navy acoustic systems.  Contract funds in the amount of $4,490,429 will be obligated at the time of award.  Work will be performed in Manassas, Va., and is expected to be completed by June 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington Navy Yard, Washington, D.C., is the contracting activity. 

            Sikorsky Support Services, Inc., Pensacola, Fla., is being awarded a $12,522,539 modification to a previously awarded indefinite-delivery, requirements contract (N00019-11-D-0014) for additional logistics services and materials for organizational, intermediate, and depot level maintenance to support 179 T-34, 54 T-44 and 192 T-6 aircraft based primarily at Naval Air Station (NAS) Corpus Christi, Texas, NAS Whiting Field, Fla., and NAS Pensacola, Fla.  Work will be performed in Corpus Christi, Texas (50 percent), Whiting Field, Fla. (39 percent), Pensacola, Fla. (8 percent), and various sites within the continental United States (3 percent) including NAS Lemoore, Calif.; NAS Patuxent River, Md.; Oceana, Va.; Marine Corp Air Station Miramar, Calif.; Naval Air Facility El Centro, Calif.; Fort Bragg, N.C.; Huntsville, Ala.; and NAS Fallon, Nev.  Work is expected to be completed in January 2013.  No funding will be obligated at time of award.  Funds will be obligated on individual task orders as they are issued.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity. 

            The Boeing Co., St. Louis, Mo., is being awarded a $7,595,267 firm-fixed-price delivery order against a previously issued Basic Ordering Agreement (N00019-11-G-0001) to provide additional integrated logistics and engineering services support for the Harpoon and Standoff Land Attack Missile Expanded Response, Missile System and Harpoon Launch Systems for the U.S. Navy and the governments of various foreign military sales customers.  Work will be performed in St. Charles, Mo. (91.17 percent); St. Louis, Mo. (5.43 percent); Yorktown, Va. (2.64 percent); Point Mugu, Calif. (0.71 percent); and Oklahoma City, Okla. (0.05 percent); and is expected to be completed in November 2013.  Contract funds in the amount of $7,595,267 will be obligated at the time of award, $2,765,989 of which will expire at the end of the current fiscal year.  This order combines purchases for the U.S. Navy ($2,765,989; 36.41 percent) and the governments of Korea ($675,707; 8.90 percent); Taiwan ($641,647; 8.45 percent); Turkey ($565,969; 7.45 percent); Egypt ($375,905; 4.95 percent); Japan ($374,159; 4.93 percent);  United Kingdom ($284,144; 3.74 percent); Pakistan ($251,725; 3.31 percent); Australia ($230,380; 3.03 percent); Chile ($208,507; 2.75 percent); Saudi Arabia ($199,017; 2.62 percent); Canada ($181,946; 2.4 percent); Israel ($146,506; 1.93 percent); Bahrain ($96,780; 1.27 percent); United Arab Emirates ($93,250; 1.23 percent); Germany ($81,773; 1.08 percent); Netherlands ($73,869;  0.97 percent); Kuwait ($68,289; 0.90 percent); Singapore ($64,002; 0.84 percent); Oman ($62,829; 0.83 percent); Portugal ($54,907;  0.72 percent); Thailand ($37,717;  0.50 percent); Denmark ($35,946; 0.47 percent); and Malaysia ($24,304; 0.32 percent) under the Foreign Military Sales Program.  The Naval Air Systems Command, Patuxent River Md., is the contracting activity. 

         Wyle Laboratories, Inc., Huntsville, Ala., is being awarded a $7,085,961 modification to a previously awarded cost-plus-fixed-fee contract (N00421-08-C-0025) for additional aircrew, engineering, operations, and scheduling services in support of the Naval Test Wing Atlantic and Naval Test Wing Pacific.  Work will be performed in Patuxent River, Md., and is expected to be completed in March 2013.  No funds are being obligated at time of award.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity. 

AIR FORCE

            Concurrent Technologies Corp.,Johnstown, Pa. (FA8650-09-D-5601, P00011), is being awarded a $15,000,000 contract modification to perform research, advanced development evaluation, implementation and technical transition on promising environmental and energy technologies in support of Air Force and other Department of Defense weapons systems and installations, including deployed locations.  The location of the performance is Johnstown, Pa.  Work is expected to be completed by September 2014.  The contracting activity is AFRL/RQKMS, Wright-Patterson Air Force Base, Ohio. 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

            University of Pennsylvania, Linguistic Data Consortium, Philadelphia, Pa.,is being awarded an $8,122,014 modification to a cost contract (HR0011-11-C-0145).  Option 1 is being exercised to continue research under the Broad Operational Language Translation program to address the compelling need to perform multi-turn communication with non-English speaking local populations of foreign countries and allies. Work will be performed in Philadelphia (61 percent); New York (2 percent); Waltham, Mass. (16 percent); Boulder, Colo. (12 percent); Cambridge, Mass. (6 percent); and Chatswood, Australia (3 percent).  The work is expected to be completed by November 2015.  The Defense Advanced Research Projects Agency, Arlington, Va is the contracting activity.

National Guard (In Federal Status) and Reserve Activated as of November 27, 2012

            The Army National Guard, Army Reserve, Marine Corps Reserve and the Coast Guard Reserve announced this week a decrease in activated Guard members and reservists while the Navy Reserve, Air National Guard and Air Force Reserve announced an increase of activated guard members and reservists. The net collective result is 597 fewer reservists and National Guard members activated in comparison to last week.

             At any given time, services may activate some units and individuals while deactivating others, making it possible for these figures to either increase or decrease.  The total number currently on active duty from the Army National Guard and Army Reserve is 42,175; Navy Reserve, 4,594; Air National Guard and Air Force Reserve, 8,970; Marine Corps Reserve, 2,562; and the Coast Guard Reserve, 661.  This brings the total National Guard and Reserve personnel who have been activated to 58,962, including both units and individual augmentees.

Afghanistan Supply Network Provides Economic Opportunity

SCOTT AIR FORCE BASE, Ill., Nov. 28, 2012 - The Northern Distribution Network that U.S. Transportation Command helped establish three years ago to supply U.S. and coalition forces in Afghanistan laid the foundations for strong U.S. partnerships in Central Asia and Russia and for the region's long-term economic security, the Transcom commander said.

Air Force Gen. William M. Fraser III traveled through the region last month, thanking the governments for their support for the network's multiple truck, water, rail and air routes used to transport about 40 percent of all military cargo destined for Afghanistan.

The routes have been particularly critical during the past year, Fraser noted, because the Pakistani government closed logistical routes known as the Pakistan ground lines of communication in November 2011 after 24 Pakistani soldiers were killed during a border incident with U.S. troops. Pakistan announced in July that it would reopen the route, but Transcom is still working to break the logjam created by thousands of shipping containers that had been stranded for months.

Relying heavily on the Northern Distribution Network since the closure, Transcom ensured that warfighters in Afghanistan never went without the logistical support they needed, Fraser said during an interview with American Forces Press Service.

"They had the sustainment they needed because we had developed these relationships and had multiple lanes [of supply] to use," he said.

Now, as the United States lays plans to draw down in Afghanistan, Fraser said he's found support for strengthening those relationships and improving the processes behind the transportation network -- not just for the duration of the Afghanistan mission and redeployment, but beyond.

Recognizing that U.S. shipments will diminish over time, leaders in nations supporting the NDN see the routes established to support the war effort in Afghanistan as a path to economic progress, Fraser noted. "I think the NDN is opening up opportunities for the future that these countries can capitalize on," he said.

Nations are working together in unprecedented ways as a result of NDN agreements and exploring ways to streamline their import and export procedures to encourage cross-border commerce.

"We are already seeing some of that," Fraser said. "As they look forward to the future, these countries know that the military is not going to be doing things at the same level that we have been for a long time. So they are looking for ways to capitalize on what has happened as a result of the Northern Distribution Network."

Ambassador Dennise Mathieu, Fraser's foreign policy advisor who accompanied him on the trip, said these efforts fit into the State Department's vision of a "New Silk Road" that offers new potential in one of the least economically integrated areas of the world.

The goal is to reconnect economies that had been torn apart by decades of war and rivalry, helping restore commercial bonds among some of the world's fastest-growing economies that sit at the crossroads of Europe, Asia and the Middle East.

"The idea is that you can build on the links that have already been established in an economic way," Mathieu said.

Those efforts are bearing fruit in infrastructure improvements to support this vision, she reported. Azerbaijan is building a new port with hopes of becoming a transportation hub. Rail connections are being built between Azerbaijan, Georgia and Turkey, and a recently completed rail line runs from the Uzbek border to Mazar-e-Sharif in Afghanistan.

"Eventually, with continued cooperation, they will be able to go all the way from China into Europe," Mathieu said. "You will have a whole new economic network, built upon the foundation of this military logistics supply network."

By integrating economically, regional nations will have a lasting impact that supports U.S. national interests in the region, she said.

"We believe that when you have economic prosperity, then that helps bring about stability and security," Mathieu said. "So therefore, the region is going to be more secure. You will have less conflict. It provides opportunities for people to prosper and for their children to go to school and provides the conditions to start to build a democratic base and institutions."

"All of that is good for the United States," she said, opening new economic markets and strengthening partnerships across the region.

"This is something that has brought people together," Mathieu said. "It's something that enables them to put any differences or difficulties aside so they can work together toward something that benefits everyone."

WASHINGTON, Nov. 28, 2012 - The education center at the Vietnam Veterans Memorial "Wall" will be a place to join the past to the future, Defense Secretary Leon E. Panetta said at the center's groundbreaking ceremony today.

By telling the stories of service members whose names are inscribed on the Vietnam Veterans Memorial, those who paid the ultimate sacrifice for their country will not be forgotten, he said.

Dr. Jill Biden, wife of Vice President Joe Biden, joined Panetta at the ceremony, held near the memorial on the National Mall here. The groundbreaking included a large delegation of congressional and military leaders and members of Gold Star Families -- an organization for families that have lost loved ones in military service.

"It will be a site for future generations of Americans to learn, think and reflect on our nation's wars and those who fought them," Panetta said of the education center. "This is a very poignant moment, for a very special place in my heart for [Vietnam veterans]."

The center, which will honor veterans from several U.S. wars, will bring to life the stories of the more than 58,000 U.S. service members who were lost during the Vietnam War. Stories and photos of the fallen from Iraq and Afghanistan also will be featured until those veterans have their own national place of honor, event officials said.

"As I travel across the country and the world, I am always inspired by the strength and the resilience of our military families," Biden, also a military mom, told the audience.

"But there are many Americans who don't know anyone in the military," she added. "As a life-long educator, that's why the education center is so important. It will help ensure our veterans will always be remembered -- not just in name, by but by their actions. Those actions will become part of the lessons that educate and inspire us for years to come."

This year begins the 50th anniversary commemoration of the United States' participation in the Vietnam War, Panetta told the audience.

"We remember their bravery and heroism and we will never forget their sacrifices during that conflict," he said of U.S. service members who fought in Vietnam.

Panetta spoke of his recent travels to Vietnam, noting that Defense Department officials were working diligently in Hanoi to find and identify remains of U.S. service members who are missing in action there and throughout the region.

"It is our sacred duty to leave no one behind," Panetta said. "We will not rest until every MIA is brought home. I assure you that your government is committed to the fullest possible accounting of our missing service members from the Vietnam War."

Panetta said Americans failed to acknowledge the sacrifices of the nation's service members when they returned home after the war.

"America's recognition came too late," he said. "The Vietnam generation is graying now. Preserving stories requires more than a place of remembrance. It needs a place of education. [These veterans] must never be forgotten."

The center will focus on a divisive time in the nation's history from which it learned meaningful lessons, the secretary said.

"That war is always a last resort, that we must have a clear mission [to fight], that people can oppose a war and still support the troops, and that we should always cherish the legacy of valor and self-sacrifice our veterans represent and make America strong," he said.

Panetta said the center will honor the nation's military heroes "by telling the stories of brave American warriors, past and present, we help ensure we'll never forget the sacrifices of those who paid the ultimate price for their country."

"The torch of freedom these heroes carried into battle must be passed from generation to generation, so we never stop fighting for a better future for our children," the secretary said.

DOD Notifies Troops of South Carolina Cyber Intrusions

WASHINGTON, Nov. 28, 2012 - The Defense Department and South Carolina officials are notifying military members and families who paid state income taxes there that they may have been victims of information/identity theft as a result of several recent cyber intrusions.

South Carolina's Department of Revenue reported nearly four million Social Security numbers and several hundred thousand credit and debit card numbers belonging to current and former taxpayers may have been stolen during cyber intrusions in August and September.

While the vast majority of the personal data is believed to have been protected by encryption, state revenue officials said about 16,000 accounts were not, and that anyone who filed a South Carolina income tax return as far back as 1998 could be affected.

The intrusions were discovered last month, officials said. While South Carolina officials believe their system is now secure, Gov. Nikki Haley said the state is offering one year of free credit monitoring and identity protection to anyone who might have been exposed and applies for it. "The number of records breached requires an unprecedented, large-scale response," she said.

In addition to Social Security numbers and credit card information, defense officials said information usually found on the front of checks may also have been exposed.

DOD personnel and their family members who are current or former South Carolina taxpayers, especially those who are living abroad, are urged to visit www.ProtectMyId.com/SCDOR or contact Experian's national consumer assistance center at 1-866-578-5422 by January 31, 2013, to enroll in identity threat protection.

In addition, current and former South Carolina business owners may also contact Dun & Bradstreet Credibility Corp., officials said. Visit www.DandB.com/SC to initiate the registration process or call 1-800-279-9881.

An investigation into the source of the cyber intrusion continues.

Winnefeld Discusses Defense Strategy, Budget Link

WASHINGTON, Nov. 28, 2012 - The fiscal 2014 defense budget request will be a chance for the department to adjust funding to support the defense strategic guidance issued in January this year, Navy Adm. James A. Winnefeld Jr., the vice chairman of the Joint Chiefs of Staff, said here yesterday.

The admiral spoke at the Atlantic Council's Commanders Series.

"We are continuing to filter and refine the decisions we made ... last year," Winnefeld said. "It is going on now and it is going on pretty well."

Winnefeld took office the same day that Congress passed the Budget Control Act -- Aug. 4, 2011. "I arrived in this job at the high-water mark of the defense budget for the last 20 years," he said.

Defense leaders had already termed the national deficit as a threat to national security, he said, noting that DOD will do its part to reduce it. "We would forcefully state that we are not necessarily the cause of this problem, but we all need to pitch in," he said.

Since 9/11, the department had virtually unlimited resources, the admiral said.

"Now we're in a different place, and as Winston Churchill said, 'Gentlemen, we're out of money, and now we have to think,'" he added.

Under the old strategy, cutting $489 billion out of the department over 10 years increased the risk to the nation, Winnefeld said. DOD leaders needed to work together to examine the department's core missions, he said, and how to accomplish those missions with declining resources..

"We knew we had to link strategy with the budget-making process," the admiral said.

At the same time, leaders had to account for changes in warfare, he said. This included changes across the range of combat bred by the efficacy of networks to speed awareness. It also included understanding the benefits interagency partners provide to the military and the importance of cross-service cooperation at all levels.

On the equipment side, the strategy had to consider the effect of unmanned vehicles, cyber capabilities, stealth technology and the contributions of "the best people we have ever had in the U.S. military," Winnefeld said. The talent that young people bring to the military was actually folded into the new strategy, he said.

The plan made a number of changes in a shift to the Pacific, the emphasis on cyber operations, being able to project power and increased emphasis on efficiency in the department, he said. The strategy keeps the counterterrorism force robust and retains the nuclear deterrent, Winnefeld noted.

The strategy calls for less emphasis on long-term stability operations, the admiral said.

"The way President [Barack] Obama has put it was, 'Give me fewer Iraqi Freedoms and more Desert Storms,'" Winnefeld said. "The point was, go in, do the 'defeat,' and get the job done. Don't end up there for 10 years trying to do nation building. We're just not going to be allowed to do that. We can't afford it."

The guidance took three months to publish, and then leaders used this guidance to build the fiscal 2013 DOD budget request. "It was the first time in my career that I have seen such a tight connection between the strategy document ... to 'means' decisions -- the things we were going to buy or not buy," the admiral said.

The bottom line, he said, is that the strategy covers national interests -- the security of the United States and its citizens; a strong U.S. economy; respect for universal values; and an international order that promotes peace, stability and security through stronger cooperation.

Senior leaders measure their decisions against this strategy, Winnefeld said, and will continue to do so with the new budget.

Winnefeld said he's optimistic that Congress will avoid sequestration, but if it takes place and the department has to cut another $500 billion from the budget, then the strategic guidance could be made moot. A new plan would have to be drawn up, increasing the risk to the nation, the admiral said.

Tomodachi Registry Monitors Japan-posted Troops, Families

ABERDEEN PROVING GROUND, Md., Nov. 28, 2012 - U.S. Army Public Health Command headquartered here played a significant public health role in the aftermath of the March 11, 2011, Japanese earthquake and tsunami.

The command's responders monitored radiation levels from the damaged Fukushima Daiichi nuclear power plant, checked the safety of water and food and assessed search-and-rescue dogs coming into the country to assist in finding the missing.

A year-and-a-half later, it looks as though USAPHC will have a decades-long role to play through the creation and maintenance of the Operation Tomodachi Registry.

Launched Sept. 5, 2012, the registry's purpose is to provide general information about the incident including location-based, estimated radiation dose levels for the DOD-affiliated population, and a way for registry users to contact the registry staff. The registry currently includes estimated radiation exposure information for 13 mainland Japan locations where most of the approximately 70,000 DOD-affiliated personnel were during the incident.

"We used this opportunity to build a model for future exposure registries, one that's flexible enough to manage a wide range of potential environmental exposures," said Brad Hutchens, an environmental engineer whose program led the creation of the registry, which will be managed as part of the Defense Occupational and Environmental Health Readiness System.

"Development of this registry is unique, because DOD has not previously taken such a proactive approach," Hutchens said.

One significant reason for DOD's approach was its concern of the health its service members and their families stationed in Japan.

"People are generally concerned about radiation," Hutchens said. "They wanted to make sure it was properly monitored and documented."

Jerry Falo, a USAPHC radiation safety expert who holds a doctorate in health physics, agrees.

"We've all seen the images portrayed in movies and on TV -- they reinforce people's fear of radiation," Falo said.

Scientists know what can occur at high levels of radiation exposure -- much higher than those seen from the Fukushima Daiichi reactors, he said.

"But at the levels seen in the DOD-affiliated population, the Health Physics Society's position statement says it best: 'Risks of [adverse] health effects are either too small to be observed or are nonexistent,'" Falo said.

Falo was part of a working group of DOD scientists charged with estimating radiation doses in locations where DOD-affiliated personnel were present. Health effects from radiation exposure are not expected in the DOD-affiliated population.

The working group included experts in health physics, nuclear engineering, radiological health sciences and medical physics from the three U.S. military services, the Armed Forces Radiobiological Research Institute, and the Defense Threat Reduction Agency. They analyzed the radiation levels in mainland Japan from March 12 to May 11, 2011, applying U.S. standards to data gathered by multiple agencies from multiple sources.

"We looked at DOD, Department of Energy and Japanese government environmental data on air, water, soil and external [monitoring] measurements. We looked at breathing rates, ingestion rates and time spent outdoors," Falo said. "We took high-side EPA estimates and assumed no time indoors for 60 days -- it's unlikely that a person's actual radiation doses would be higher than the levels described in the registry."

Registry dose estimates currently include adults and children, broken down by age. In the future, dose estimates for embryos, fetuses and nursing infants will be included.

This documentation can be used by medical providers to discuss patient concerns about potential radiation exposures they may have received during the March 12 to May 11, 2011, timeframe.

"Much is done at the time [an incident occurs] to reduce risk, take care of people and address the situation, but we haven't always created documentation for the long term," Hutchens said.

By the end of the calendar year, the nearly 70,000 identified people will be entered into DOEHRS and associated to the location-based estimates.

USAPHC was selected to create the registry because of its experience in managing DOEHRS and because of its experience in creating and managing the Operation Desert Storm Kuwait Oil Fires project, Hutchens said. DOEHRS manages industrial hygiene, environmental health, radiation and incident reporting data for the DOD.

In addition to its technical and scientific expertise, the USAPHC contributed risk communication expertise to the development of the registry.

"I help the subject-matter experts take that incredible amount of data and translate it to what it means to service members, families and DOD-affiliated people who were on the island or in the other designated areas at the time the registry covers," Bethney Davidson, senior USAPHC risk communicator, said.

As the registry was planned, transparency of communication and the provision of usable information "for years to come" were key communication goals, Davidson said.

The Office of the Assistant Secretary of Defense for Health Affairs, Force Health Protection and Readiness is the sponsoring agency, and experts from the Defense Threat Reduction Agency, Naval Health Research Center and others contributed to the registry content.

CAMP LEJEUNE, N.C., Nov. 28, 2012 - Christmas is right around the corner, and with the holidays comes an influx of mail sent to service members stationed overseas.

The United States Postal Service recently released their deadlines for ensuring mail sent overseas arrives in time for the busy holiday season.

"These dates are recommended since Christmas gets so busy, especially when sending out mail," said Marine Corps Sgt. Guadalupe Nicks, an assistant postal finance officer with the post office here.

The fastest way to send mail is through Express Mail. In order to take advantage of this service, the mail must be sent by Dec. 17 for it to arrive on time when sending to a military installation overseas.

First-class mail, which includes letters, cards and parcels 13 ounces or lighter, should be mailed no later than Dec. 10. Priority mail is first-class mail weighing more than 13 ounces, and it should also be sent by Dec. 10. Parcel airlift mail needs to be mailed by Dec. 3.

As of Nov. 15, the U.S. Postal Service is able to once again ship lithium batteries to international locations, including Army, Fleet and Diplomatic Post Offices overseas.

"They are now able to be mailed, but there are specific requirements for them in order to be sent," Nicks said.

The lithium batteries must already be installed in the device requiring the battery by the time they are mailed, or packaged alone. If they are being sent alone, they must be in their originally sealed packaging. Multiple batteries must be separated and cushioned within the parcel to prevent short-circuiting, movement or damage. The package itself cannot exceed five pounds.

Battaglia Discusses Resilence Program at Air Force Event

WASHINGTON, Nov. 28, 2012 - The senior enlisted advisor to the chairman of the Joint Chiefs of Staff discussed his approach to health, mission and morale during the Air Force Reserve Wingman Day here yesterday.

Marine Corps Sgt. Maj. Bryan B. Battaglia explained how Total Force Fitness, the profession of arms and "bridging the basics" have been the cornerstones of the Defense Department's overall resilience program.

The sergeant major related his enthusiasm about the "simplistic definition" of Wingman Day, which, he said, provides skills and strategy related to health, mission performance and unit cohesion.

"Fitness is more than running, pull-ups and push-ups [and the] Wingman Day concept is more than an event -- it's a culture of airmen taking care of airmen, 24-7, 365 days a year," Battaglia said.

Battaglia described the Total Force Fitness concept, a holistic approach to mental and physical health intended to build resiliency. The program divides major aspects of the military member's life into eight "wedges," he said, including social, emotional, psychological, spiritual, environmental, physical, behavioral and medical and dental facets.

Described in Chairman of the Joint Chiefs of Staff Instruction 3405.01, the Total Force Fitness program is a plan for understanding, assessing and maintaining service members' well-being and sustaining their ability to carry out missions.

Battaglia credited his upbringing as a Marine to his ongoing investment in the profession of arms.

"It doesn't matter what rank or specialty you are ... we're going through some challenges with transformation and understanding in defining our profession," Battaglia said. "The oath is a stepping stone; it's the basic training syllabus that really makes an enlisted member become a member of the profession."

The oath, according to Battaglia, is the tie that binds the military.

"From the most-senior [noncommissioned officer] in the armed forces to the most-junior E-1 who just graduated, the oath is identical," Battaglia said of the vow to support and defend the U.S. Constitution. "For the most part, the message remains the same."

Battaglia also focused on another enduring military theme, going "back to basics" by preparing service members for a home-station-based military with a lower operations tempo as the wars abroad draw down.

Service members who joined the military in the years following 9/11 can learn from those who experienced a peacetime military, he said.

"Growing up in a period that was so heavily garrisoned during the late '70s, '80s and even some of the '90s ... being molded and developed ... we cracked the code on how to live and survive in that world," the sergeant major said.

He shared an anecdote about trying to explain to a young soldier that the military would go "back to basics," to which the soldier replied, "Whose basics, yours, sergeant major? I don't know what those are; I've never been there."

Battaglia said he soon realized the value in both the operational and administrative basics of new and older generations.

"It's not like we can completely return to these basics and disregard the technologies and methods of operating that our generation now has ... we wouldn't be able to keep pace," Battaglia said. "We can bridge both technologies and both methods of operating in this generation to [the new] generation and be stronger and better than we were before."

Combined Force Arrests Haqqani Leader

From an International Security Assistance Force Joint Command News Release

WASHINGTON, Nov. 28, 2012 - A combined Afghan and coalition security force arrested a local Haqqani leader in the Sabari district of Afghanistan's Khost province today, military officials reported.

The detained Haqqani leader was in charge of the acquisition and distribution of weapons and ammunition to insurgents operating throughout Khost province, officials said.

The security force also detained several suspected insurgents and seized a number of weapons and grenades.

In operations yesterday:

-- A combined force killed two insurgents and detained one suspect during a search for a senior Taliban leader in the Sar-e Pul district of Sar-e Pul province. The sought-after Taliban leader controls Taliban insurgents operating in Jowzjan and Sar-e Pul provinces, and is thought to be responsible for attacks against Afghan and coalition forces in both provinces.

In operations Nov. 25:

-- In Wardak province's Jaghatu district, a combined force killed the insurgent leader Zubayr, who'd supplied weapons to fighters operating throughout the district. One other insurgent was killed during the operation.

11.28.12 Edition: FAA Wins 1st Round: NTSB DENIES Riggs' Attempt To Battle FAA's Emergency Order Story Developing... Riggs Loses First Round In Battle With FAA/NTSB


ANN Real-Time Update, 11.27.12, 1543 ET: David G Riggs, quickly assuming the
aura of aviation's best known crook and con-man, has lost another battle
with the Feds... this time, namely, the NTSB and the FAA. It is a battle
that could see Riggs losing his tickets for at least year and could the
first in a wave of other actions that are rumored to be heading his way...
not just from the FAA, but from Federal authorities investigating hundreds
of reports of individual illegalities and misconduct.



In a document completed just moments ago by the NTSB's Alfonso J Montano,
their Chief Administrative Law Judge, the Judge completed an "ORDER DENYING
RESPONDENT'S PETITION CHALLENGING ADMINISTRATOR'S EMERGENCY DETERMINATION."


Riggs appealed the Emergency order a few days after the FAA claimed that,
"Under 49 U.S.C. Section 461 05( c), the Acting Administrator has determined
that an emergency exists related to safety in air commerce. This
determination is based on your lack of qualification to hold your Commercial
pilot certificate, or a FAA issued pilot certificate of any kind, because of
the nature and seriousness of the violations set forth in this Order.


On or about May 18, 2012, you operated N139CK, an experimental certificated
aircraft, in the vicinity of Boulder City Airport, Boulder City, Nevada. You
operated N139CK on three separate passenger-carrying flights for
compensation or hire, when you knew you were not allowed to conduct such
flights. These three flights were conducted as formation flights with
another experimental certificated aircraft, thus further increasing the
overall risk of these flights. Less than two weeks before, you specifically
told FAA Aviation Safety Inspectors that you were not carrying passengers
for compensation or hire.



Additionally, you had at least one more passenger-carrying formation flight
scheduled for compensation or hire immediately upon the conclusion of your
third flight. You deliberately operated your experimental certificated
aircraft in this reckless manner when you knew such flights were prohibited
by both the Federal Aviation Regulations and N139CK's operation limitations.
Your operation of N 139CK as alleged demonstrates a reckless disregard for
the safety and property of others that is inconsistent with the requisite
care, judgment, and responsibility required of a holder of a pilot
certificate of any kind.


Furthermore, you have a history of committing other violations that indicate
you put your own economic gain over aviation safety and compliance with
Federal Aviation Regulations. On January 12, 2008, your Private Pilot
Certificate was revoked for deliberately violating numerous Federal Aviation
Regulations involving the operation of N139CK, the same aircraft involve in
these violations. The regulatory violations leading to the revocation of
your pilot certificate were also related to you promoting your personal
economic interests over aviation safety. In this case, you were willing to
sacrifice the safety of others for your own personal financial gain by
charging for flights in N139CK. Your enforcement history of deliberately
compromising aviation safety demonstrates that you lack the qualifications
to hold any FAA issued pilot certificate. Your repetitive, violative conduct
reflects an airman who is unwilling (or unable) to comply with basic
regulatory requirements governing airmen.







Based on the foregoing circumstances, the Acting Administrator is of the
opinion that an emergency requiring immediate action exists with respect to
safety in air commerce, and he has determined that safety in air commerce
and the public interest require the immediate revocation of your Commercial
Pilot Certificate, and any other FAA issued pilot certificates you hold, on
an emergency basis, and during the pendency of any appeal before the
National Transportation Safety Board. Emergency action in this case is a
safety measure that provides immediate protection to the public. Moreover,
it is long standing FAA policy to declare an emergency under 49 U.S.C.
Section 46105(c) when, in circumstances such as those alleged in this Order,
the Acting Administrator determines that the certificate holder lacks the
qualifications to hold a FAA issued pilot certificate.


In conclusion, the Acting Administrator has determined that under the
criteria of FAA Order 2150.B, Chapter 7, pages 1-3, your conduct as alleged
in this order demonstrates that you presently lack the degree of care,
judgment, and responsibility required of the holder of any FAA issued pilot
certificate. The Acting Administrator, therefore, finds in accordance with
49 U.S.C. section 46105(c) and the guidance found in FAA Order 2150.B,
Chapter 6, pages 7-10, that the exercise of the privileges of your FAA
issued pilot certificates while any proceedings related to the issuance of
this Order are pending is contrary to the interest of safety in air
commerce."

Riggs' appeal process started fairly quickly. The NTSB docs note that, "The
copy of respondent's appeal and emergency challenge petition that was sent
to this office by fax was transmitted at 5:45 p.m., Central Time, on Friday,
November 16,2012, after the office had closed for business that day at 5:00
p.m., Eastern Time. As a result, it was not stamped received and docketed by
this office until the next business day, which was Monday, November 19."



According to NTSB documentation, Riggs' Emergency challenge petition asserts
that, "...the Administrator has failed to allege certain events which
occurred .... which the Administrator is aware of, or should have been aware
of.... [and] are entirely inconsistent with the allegations" set forth
above. In this regard, he contends that a Motion Picture Manual and Waiver
("Movie Waiver"), which had been examined and accepted by the Van Nuys FSDO,
"was in effect during the scheduled aerial flights," and that he "engaged in
the alleged flight activity... under the provisions and procedures of the
Movie Waiver;" that he met with FSDO personnel approximately two months
before the subject flights to discuss them, at which time he "fully
disclosed the flights and was informed that the[y] ... were in accordance
with the FARs and properly within the scope of the approved Movie Waiver,"
and he "would never have engaged in th[Oise] ... film production flights if
it [had] not been for the assistance and
assurance he received while meeting with these FAA officials;" that he also
filed a Plan of Activities with the Las Vegas, Nevada, FSDO in mid-April
2012, relating to the flight activity planned for May 18, 2012, which "was
similar to numerous film production flights performed in the past by [him]
for television networks," but the Administrator's order "fails to mention
the fact that [he] was performing the subject flights, pursuant to the Movie
Waiver, and in his capacity as a film maker;" and that the order "is also
completely devoid of any facts which demonstrate [he] received any
compensation. "With respect to the compensation issue, respondent has
included with his petition a copy of a Passenger Pilot Disclosure and
Release Form completed on May 18, 2012 by Michael Smith, whom respondent
describes as "his crew member," in which Mr. Smith "confirm[s] that [he]
ha[s] not directly or indirectly paid the pilot or the aircraft owner any
compensation either actual or implied for this flight," which,
respondent maintains, "debunks the concept that any compensation was paid in
the first place."


Riggs appears to be using an apples and oranges approach to his defense in
that he is attempting to use a 'Movie Waiver' that applies to actual Movie
Production activities and not (as repeatedly asserted by the FAA) to simple
personal 'hero' videos made while conducting commercial rides for the
passengers he (or associated pilots) may fly. The FAA has already made
mince-meat of this defense in the past and numerous parties in the FAA
assert, in no uncertain terms, that, '...shooting a video for thrill ride
does not constitute a movie under the terms of conventional movie
waivers...'


None of this was lost on Montano, who noted that, "Viewing the allegations
against respondent here in light of that recent history, the undersigned is
compelled to find that he would pose a threat to air safety if he were able
to exercise the privileges of his commercial pilot certificate while his
appeal of the Administrator's certificate action is pending before the
Board."


The Judge also wrote that, "...the Administrator's allegations have clearly
raised serious public safety concerns..."


According to information received as we completed the latest update to this
article, Riggs' hearing date "...is tentatively December 12 & 13th, if
the Respondent doesn't waive the provisions for an expedited hearing." At
this point, the Riggs defense has been dealt a critical blow early in the
proceedings -- while none of Riggs characteristic misinformation,
obfuscation, and bluster appears to be gaining him any ground. We have a
number of other documents coming in and will be examining those for possible

Bombardier Wins Largest Single Transaction In The History Of Business Aviation VistaJet Places Firm Order For 56 New Bombardier Global Jets, with Options
for 86 More


In what is being called the largest single transaction in the history of
business aviation, luxury transportation company VistaJet has placed a firm
order for 56 new Bombardier Global aircraft, with 86 further options. The
deal has a value of more than $7.8 billion at list prices. First deliveries
of this order are expected in 2014.

fleet, focusing on wide-cabin, long-range aircraft to provide non-stop

DeMint Lifts Blockade Of Huerta Confirmation Republican Senator Had Objected To Confirmation Before The Election


South Carolina Republican Senator Jim DeMint has put aside his objections to
the confirmation of Michael Huerta as FAA Administrator. DeMint had been
blocking the confirmation hearings until after the election, which would
have allowed Governor Romney to make his own nomination for the post should
he have been elected President.



The FAA administrator does not serve at the pleasure of the President, so
had he been confirmed and Romney had been elected, Huerta would have
continued in the post as an Obama appointee.


With the election decided and the White House not changing hands, DeMint,
who will likely be named as the top Republican on the Senate Commerce
Committee next year, removed his objection Tuesday, according to The
Washinton Post. On the other side of the Capitol, Representative Tom Perti
(R-WI), chair of the House Transportation Committee's Aviation Subcommittee,
told Politico that Huerta "very qualified," adding "it's really helpful to
have a confirmed person in place."


It was not immediately known if there were any other objections to the
Huerta confirmation floating around in the Senate, or if the confirmation
could be done by unanimous consent. Senate Majority Leader Harry Reid said
that Huerta might be confirmed as part of a group of non-controversial
nominees.

Cessna, CAIGA Sign Contract For Joint Venture Will Assemble And Sell Utility Turboprops In China


Cessna has entered into a joint venture contract with China Aviation
Industry General Aircraft Company Ltd., (CAIGA) through CAIGA North China
Aircraft Industry Co, in accordance with their previously announced
strategic agreement, for the formation of a joint venture company to conduct
final assembly of Cessna Caravan utility turboprop aircraft in China for the
Chinese market. The joint venture contract also contemplates the possibility
of designing and assembling new models of utility turboprop aircraft in the
future. Formation of the joint venture company remains subject to various
government approvals and customary conditions.



Cessna's Wichita, Kansas operations will provide components and parts
manufacturing and sub-assemblies for the Caravan aircraft to be sold by the
joint venture. Joint venture operations in Shijiazhuang will be designed to
conduct final assembly, paint, testing, interior installation,
customization, flight testing and delivery of the Cessna Caravan to
in-country customers.


"Since its introduction, the Cessna Caravan has proven to be an incredibly
reliable aircraft and is particularly well suited for growing global
markets," said Scott Ernest, Cessna's president and CEO. "Cessna is pleased
to bring the Caravan to customers in China who will benefit from its quality

Management of the joint venture will include board members from both Cessna
and CAIGA, with the general manager to be nominated by Cessna Aircraft

aircraft to the Chinese market that meets customer expectations for

This joint venture contract stems from the strategic framework agreement

Piper Aircraft has named Piper Summit Aircraft China, Beijing, as the
aircraft manufacturer's authorized dealer in China for sales of new Meridian
single-engine turboprop aircraft. The new Piper dealer conducted a number of
Meridian demonstrations for potential customers as the airplane flew to
Zhuhai this month for display at Air Show China 2012.

Truman Hosts X-47B UCAS Demonstrator For Carrier-Based Testing First Carrier In History to Host Unmanned Aircraft Testing


A team from the Navy Unmanned Combat Air System program office (PMA-268) has
embarked aboard the U.S.S. Truman to conduct tests and demonstrations of the
X-48B unmanned aerial system. The purpose of the exercise is to demonstrate
seamless integration into carrier flight deck operations through various
tests with the aircraft, which boasts a wingspan of more than 62 feet (wider
than that of an F/A-18 Super Hornet). During each demonstration, the X-47B
will be controlled remotely via a hand-held control display unit (CDU).



Truman will be the first aircraft carrier in Naval aviation history to host
test operations for an unmanned aircraft, the Navy said in a news release.


Capt. Jaime Engdahl, N-UCAS Program Manager, said the X-47B's delivery
aboard Truman was among the most historic moments in the program's history.
"This is a very important moment for the X-47B," said Engdahl. "The moment
the aircraft set down on Truman's deck was the moment it officially met the
fleet."


Cmdr. Kevin Watkins, N-UCAS's flight test director, agreed with Engdahl's
sentiment. "Bringing the X-47B aboard Truman is a big milestone for the
program," said Watkins. "We've been testing the aircraft for the last
several years and to finally put it on a ship is so exciting. If these tests
are successful, they will prove that the future for unmanned aircraft is
wide open."

While technical challenges are to be expected when introducing the new
system to a carrier's flight deck, Engdahl said he expects the tests to be
successful citing strong teamwork between his team and Truman's crew.


"The support from Truman has been phenomenal and it's going to continue to
take close cooperation between the carrier's Sailors and the UCAS-D team to
make these demonstrations successful," said Engdahl. "To operate large,
unmanned aircraft off of a carrier, from anywhere in the world, will be a
key capability for the Navy after these tests are successful."

The X-47B test will be conducted over a three week period which will include
in-port and underway demonstrations aboard Truman.

Two Fatally Injured In RV-6 Accident Witnesses Said Wing Came Off The Airplane


An experimental RV-6 went down Monday near Albany, OR, resulting in the
fatal injury of both people on board the airplane.



According to a Linn County Sheriff's Office news release, the two on board
the aircraft have been identified as Timothy Dean Carter, 46 years old of
Portland and Jeff Earl Kropf, 45 years old of Halsey. Carter was the owner
of the aircraft and had a Private Pilot License. Kropf had a Commercial
Pilot License. Both Carter and Kropf died upon impact. Their bodies were
taken to Fisher Funeral Home in Albany.

Witnesses reported seeing the plane eastbound, crossing Brewster Road,
banking to the left over Highway 226. While turning to the left, part of the
wing became separated from the plane and fell onto Highway 226 north of
Brewster Road. The plane came to rest several thousand feet south of the
intersection in a cow pasture.

The aircraft was a two seat experimental RV-6 that was completed in 1996.
Investigators believe the aircraft departed the Lebanon Municipal Airport
shortly before 1530 PST on a pleasure flight.

The Linn County Sheriff's Office is coordinating the ongoing investigation
with the FAA and NTSB. The Scio Rural Fire District assisted on scene with
extrication. LCSO was further assisted on scene by members of the Multi
Agency Investigation Team with representatives from the Oregon State Police,
Linn County Sheriff's Search and Rescue, the Albany Police Department and
the Lebanon Police Department.

The intersection of Highway 226 and Brewster Road was closed by
representatives of ODOT and the Linn County Road Department for
approximately four hours during the investigation.

Apollo 11 Moon Rocks Found In Minnesota National Guard Storage A Gift From President Richard Nixon, Artifact To Be Transferred To Minnesota
Historical Society Wednesday


Five Apollo 11 moon rocks are scheduled to be transferred Wednesday, Nov. 28
from the Minnesota National Guard to the Minnesota Historical Society in
front of an audience of children at Science and Technology Academies
Reinforcing Basic Aviation and Space Exploration (STARBASE) Minnesota. The
students are currently studying about the moon. Wednesday is also a
penumbral lunar eclipse.



According to Army Maj. Blane R. Iffert, former state historian for the
Minnesota National Guard, the Apollo 11 moon rocks were found among military
artifacts in a storage area at the Veterans Service Building in St. Paul.


The Apollo 11 display was presented in 1970 to the people of Minnesota
through the office of Governor LeVander.


A second display, from the Apollo 17 mission, was presented in 1973 to the
people of Minnesota through the office of Governor Anderson who then passed
the display to the Minnesota Historical Society.


Maj. Kristen Auge told the Minneapolis Star-Tribune she "has no idea" how
the display came to be tucked away in a storage facility, or how long they
had been there.


But moon rocks have had a history of going missing. In fact, Iffert said in
researching the artifact found in Minnesota, he discovered that most of the
samples from both the Apollo 11 and 17 missions that were handed out by
President Nixon have been lost.

Frank Christensen Featured Speaker At EAA's Wright Brothers Memorial Banquet New Museum Exhibit Honoring Pioneering Aircraft Designer's Aircraft To Be
Dedicated


Aircraft design pioneer Frank Christensen, who advanced kit-built aircraft
with his innovative Eagle aerobatic airplane, will be the featured speaker
at EAA’s annual Wright Brothers Memorial Banquet on Friday, December
14, at the EAA AirVenture Museum in Oshkosh.



The annual EAA gala commemorates the anniversary of the Wright
brothers’ first successful powered flight on Dec. 17, 1903, in Kitty
Hawk, N.C. Over the past decade, the EAA banquet has featured some of the
most impressive speakers in the aviation world. Advance tickets for the
event are available through the AirVenture Museum secure website. Ticket

Christensen revolutionized the homebuilt aircraft community in 1977 with the
introduction of his Christen Eagle aerobatic biplane kit, which greatly
simplified aircraft construction. The Christen Eagle was a groundbreaking
design at the time, as the aircraft kit featured high-quality construction
and a step-by-step building process that was rare to that point.


In 1981, the Eagles Aerobatic Team began using the Christen Eagles to fly
their highly popular air show performances, providing more visibility to the
airplane and its flight characteristics for the next 15 years at aviation
events throughout North America. The aircraft flown by the Eagles Aerobatic
Team are now on permanent display in the entry atrium of the EAA AirVenture
Museum.


Christensen came to aviation as a pilot interested in aerobatic competition.
At the same time, he started a company while finishing his college studies
in engineering economics. That company, Tempress Industries, became the
world’s sole source of critical products for the just-emerging
microchip industry. He sold that company in the early 1970s to pursue his
aviation interests.


The Wright Brothers Memorial banquet will also serve as the official debut
of a museum exhibit honoring Christensen and the Christen Eagle. The exhibit
in the museum’s Aerobatics Gallery features the prototype Christen
Eagle II, which Christensen donated to EAA in 2011.

Money Goes Missing From Kansas Honor Flights Fund Flights To WWII Memorial Halted After Thefts Discovered


The program director for an organization in Great Bend, KS, which raised
money to fly WWII veterans to Washington, DC, to visit the WWII Memorial has
been arrested and charged with two counts of theft by deception. LaVeta
Miller (pictured in Barton County Sheriff's photo) is accused of taking
about $110,000 from Central Prairie Honor Flights.



The Associated Press reports that the group raised over $1.1 million for the
flights between 2008 and 2012, but the flights were stopped this year after
the money was discovered to be missing. Miller had started administering the
program in April, 2009, and received the title Program Manager in April,
2011.
About the time the flights were cancelled, the national Honor Flight Network
severed its relationship with Central Prairie Honor Flights, saying there
were issues with reports being filed late, and even one veteran being
injured on a trip. The group which oversaw the non-profit, Central Prairie
Resource Conservation and Development, shuttered the program in July and
fired Miller because it could no longer pay her annual $22,000 salary. That
is when the investigation began, which turned up evidence of direct deposits
into Miller's personal bank account.


Some of the veterans who know Miller say they are skeptical that she took
the money. They told the Associated Press that she does not live an
extravagant lifestyle, renting a small home and never seeming to have much
cash.


Miller is free on bond. Barton County Attorney Douglas Matthews said that if
she if found guilty, they will seek restitution to the organization.

Tallahassee, FL, Airport Supports General Aviation Community Self-Serve Fuel Pricing, Runway Improvements Cited


A new self-service Avgas fueling facility was officially opened for business
November 20 at Tallahassee Regional Airport (KTLH) in the Florida panhandle.
Through a partnership with Million Air, general aviation customers will have
access to a cost saving alternative to the full-service fueling option.
Priced at $1.15 per gallon lower than the full-service fueling option, the
self-service fuel pricing is competitive with other airports in the region,
airport officials said.



Additionally, the first phase of the airport’s $43 million dollar
construction project to enhance the safety and operational capacity of its
runways is complete. This initial construction phase lengthened the
north/south runway from 6,070 feet to 7,000 feet, rehabilitated critical
spans of airfield pavement and upgraded the runway’s instrument
landing system with an enhanced, state-of-the-art, all-weather landing
capability.


The second phase of the project is scheduled to begin in late 2013 and will
include the total reconstruction of the east/west runway. The project is
primarily funded by the Federal Aviation Administration at 95 percent with
the remaining 5 percent funded by the Florida Department of Transportation
and airport capital funding.


“The opening of our newly extended and rehabilitated runway combined
with the availability of an AvGas self-service fueling facility serve to
underscore the commitment that TLH has to its general aviation
community,” said Sunil Harman, director of Aviation.


The airport held a ribbon cutting and grand opening on Tuesday, November 20.
“These milestones are proof positive of the airport’s continued
commitment to make TLH this region’s airport of choice,” said
Commissioner Gil Ziffer, lead commissioner on airport issues.

Bonhams To Auction Airplane Featured In 'Out Of Africa' DH 60GMW Gipsy Moth Bipe On The Block In February


Movie buffs and pilots will both be interested in one of the items to be
auctioned by Bonhams in February ... a 1929 de Havilland DH 60GMW Gipsy Moth
flown by character Denys Finch Hatton (played by Robert Redford) in the
seven-time Oscar-winning 1985 film "Out of Africa."



The airplane will go on sale at the Bonhams auction at the Grand Palais in
Paris, France, from 6th to 7th February 2013, where bidding is expected to
be in excess of $180,000.


The auction house says the 1929 American Moth Corporation de Havilland 60GMW
Gipsy Moth is offered in excellent condition with a permit to fly. It still
wears its yellow-and-black livery and registration G-AAMY (in homage to
pioneering English aviatrix Amy Johnson) as seen in the Sydney
Pollack-directed movie, which went on to win seven Oscars in the year of its
release. In the film, the two-seater bi-plane is piloted by Redford's
character over the Kenyan savanna.

The DH-60 Moth measures 24ft long by nearly 9ft high, and has a 30ft
wingspan. It is capable of a maximum speed of 91 knots.


Also on the block for the sale is a Bugatti Type 54 that raced at Monza on
6th September 1931 in the hands of Achille Varzi, which is expected to bring
between $3.24 and $4.5 million ... just in case you've got a little extra
money left over after the holidays.

RC Helo Found In NJ Back Yard Aircraft Discovered By Homeowner Gathering Firewood


While Mayer Dubinsky was out gathering some small twigs to add to a fire
over which he was grilling his family's Thanksgiving turkey, he came across
an RC helicopter lying on the ground in the woods behind his home in
Hackettstown, NJ.



Dubinsky wrote on a community website that it "must have blown off course,"
according to a report appearing on the lehighvallylive.com website of the
Express Times newspaper. The aircraft is reportedly more than a toy, but not
as large as the gas-powered helicopters flown by a nearby RC club. It is
powered by rechargeable batteries. "It has to be somebody really close by.
It doesn't fly far," he wrote.


Dubinsky said that so far, the owner of the aircraft has not been found.
Meanwhile, he said his son Ethan, age nine, thinks the aircraft is pretty
cool. He said Ethan has mixed feelings about finding the owner of the helo,
and that he'd like to see the aircraft fly. Dubinsky said they probably live
too far from the nearby Top O' New Jersey R/C club for the aircraft to
belong to one of its members.

NASA Plans Air Pollution Monitoring Mission TEMPO Will Track Pollutants Across North America


NASA has selected a team to build the first space-based instrument to
monitor major air pollutants across the North American continent for NASA's
Tropospheric Emissions: Monitoring of Pollution (TEMPO) mission. The TEMPO
team includes NASA's Langley Research Center in Hampton, VA; NASA's Goddard
Space Flight Center in Greenbelt, MD; the U.S. Environmental Protection
Agency in Research Triangle Park, NC; Ball Aerospace; and several U.S.
universities and research organizations.



Led by the Smithsonian Astrophysical Observatory, Cambridge, MA, the TEMPO
team will build a geostationary ultraviolet-visible (UV-VIS) spectrometer to
continuously measure ozone, aerosols and other trace gases over greater
North America. The geostationary position of the instrument will allow
delivery of regional, hourly readouts of atmosphere data during daylight
hours. This data will advance air quality research on how air pollution
affects climate change and air quality on a continental scale.


Among the companies selected to develop the spacecraft is Ball Aerospace.
"While Ball is at the forefront of low Earth orbit instrument development,
the TEMPO spectrometer will be the company's first geostationary instrument
for NASA," said Cary Ludtke, vice president and general manager for Ball's
Civil and Operational Space business unit. "TEMPO takes advantage of our
expertise and technology developed for previous ultraviolet-visible
instruments that have already flown or are currently on orbit."


Those instruments include the Ozone Mapping Profiler Suite (OMPS) flying
aboard the nation's newest climate and weather satellite, Suomi NPP, and the
Stratospheric Aerosol and Gas Experiment (SAGE). The sophisticated optical
system built by Ball Aerospace for the James Webb Space Telescope relies on
the same UV-VIS heritage.


NASA anticipates the TEMPO instrument will catch a ride on a commercial
communications satellite as a hosted payload when it is completed in
September 2017. Mission costs will be capped at $90 million, excluding the
launch vehicle and integration to the selected satellite platform. "With
TEMPO's assistance you may eventually check your smart phone, for example,

Woman Dies In Hungary After Airlines Refuse Passage Three Different Carriers Said She Was 'Too Fat To Fly'


A woman described as "sickly and obese" has passed away in Hungary after she
was refused transportation on three flights to New York because she was "too
fat," according to her husband and the couple's attorney.



Vilma Soltesz, age 56, reportedly weighed 425 pounds and suffered from
kidney disease and diabetes. She and her husband of 33 years, Janos Soltesz,
were both natives of Hungary but lived in New York where he is a security
guard for the Staten Island Ferry. The couple had spent several weeks at a
vacation home they continued to maintain in Hungary, as they did nearly
every year according to an exclusive report appearing in the New York Post.


They had flown to Hungary on Delta, and their travel agent had informed the
airline of the woman's condition ... she required a wheel chair and had only
one leg due to complications of the diabetes. The couple had purchased two
seats for Vilma and one for Janos. But when they went to board the flight
home in October, KLM said it did not have a seat belt extender that could
accommodate her, and that the seat she had been assigned could not handle
her weight. The woman had reportedly gained weight due to water retention
while in Hungary.


A KLM spokeswoman said that "every effort" was made to accommodate the
woman, but it was “not physically possible for her to board the
aircraft," despite Janos' assertion that she was already seated when they
were asked to deplane.


After a five-hour wait at the airport, they were instructed to drive five
hours to Prague to board a Delta flight that could accommodate her as a
disabled person, according to the couple’s attorney, Holly Ostrov
Ronai.


But in Prague, Delta staff said the wheelchairs that they had available
could not carry her weight, and they were also not able to put her on the
sky-lift elevator to get her on the plane.



They returned to their vacation home, and booked another flight, this time
on Lufthansa, through their travel agent. But when they went to board, even
with the assistance of the local fire department, she was not able to take
her assigned three seats. After 30 minutes, the captain of the flight
ordered them to remove the woman from the airplane. A Lufthansa spokesperson
said the flight had to depart so that the other passengers on board could
make their connections. In that case, the mobility of the passenger was the
issue, not the seat belt, spokesman Nils Haupt said.


On returning again to their vacation home, Vilma's condition worsened. Her
attorney said she did not trust the hospitals in the former communist
country, or doctors who were not familiar with her long medical history. She
passed away at the vacation home, and was buried in Hungary.


Attorney Ronai is reportedly considering filing a multi-million dollar
lawsuit against the airlines, charging them with violating laws that protect
the disabled.

SUMMARY: This AD was prompted by reports of extensive damage to engine air
intake cowls as a result of acoustic panel collapse. This AD requires
repetitive inspections of the three inner acoustic panels of both engine air
intake cowls to detect disbonding, and corrective actions if necessary.


The FAA is issuing this AD to detect and correct disbonding, which could
result in detachment of the engine air intake cowl from the engine leading
to ingestion of parts, which could cause failure of the engine, and possible
injury to persons on the ground.


DATES: This AD becomes effective December 31, 2012.

SUMMARY: This AD was prompted by reports of cracks in the main entry door
number 1 upper main sill outer chord, along the bend radius of the chord on
several airplanes. This AD requires a general visual inspection to identify
any existing structural repair manual (SRM) repairs of the upper main sill
outer chord of the left and right side main entry door number 1, repetitive
detailed inspections for cracks in the upper main sill of the door(s); and
related investigative and corrective actions, if necessary. This AD also
requires repetitive inspections for airplanes on which a certain repair is
done, and corrective actions if necessary, and reduces certain compliance
times.


The FAA is issuing this AD to detect and correct cracks in the main entry
door number 1 upper main sill outer chord, along the bend radius of the
chord, which could result in loss of structural integrity of the airplane.


DATES: This AD is effective December 31, 2012.

SUMMARY: This AD requires inspecting the cage of the free-wheel assembly for
the correct alignment of the roller drive pocket recesses and replacing the
free-wheel cage with an airworthy free-wheel cage if a defect exists. This
AD was prompted by incorrect positioning of the roller drive pocket recesses
on the tail rotor drive shaft freewheel cage, which caused a pilot to
experience a heavy jerk in the yaw control during in-flight autorotation
training.


The requirements of this AD are intended to prevent a loss of tail rotor
drive and subsequent loss of control of the helicopter.


DATES: This AD is effective December 31, 2012.

DOD Identifies Marine Casualty

            The Department of Defense announced today the death of a Marine who was supporting Operation Enduring Freedom. 

            Cpl. Christopher M. Monahan Jr., 25, of Island Heights, N.J., died Nov. 26 while conducting combat operations in Helmand province, Afghanistan. He was assigned to Combat Logistics Battalion 2, Combat Logistics Regiment 2, 2nd Marine Logistics Group, II Marine Expeditionary Force, Camp Lejeune, N.C.

            The Boeing Co.,St. Louis, Mo., (FA2103-13-C-0006) is being awarded a $178,575,114 cost-plus-incentive fee contract for Engineering and Manufacturing Development (EMD) Phase 1 of the B61-12 Tailkit Assembly.  This contract also includes a priced option for (EMD) Phase 2 and price goals for the production phase.  The location of the performance is St. Louis, Mo.  Work is expected to be completed by October 2015.  The contracting activity is AFLCMC/EBBC, Eglin Air Force Base, Fla.

            DTS Aviation Services Inc., Fort Worth, Texas, (FA3002-05-C-0016, A00207) is being awarded a $15,962,261 contract modification for aircraft maintenance.  The location of the performance is Columbus Air Force Base, Miss.  Work is expected to be completed by March 31, 2013.  The contracting activity is 14 CONS/LGC, Columbus Air Force Base, Miss. 

            Raytheon Co., Aurora, Colo., (FA8807-10-C-0001, P00079) is being awarded a $7,242,477 contract modification for support of the Global Positioning Systems, Next Generation Operational Control System.  The location of the performance is Aurora, Colo.  Work is expected to be completed by Dec. 31, 2013.  The contracting activity is SMC/GPS, Los Angeles Air Force Base, Calif. 

DEFENSE LOGISTICS AGENCY

            Tennant Inc., Minneapolis, Minn., is being awarded contract SPM8EC-13-D-0003.  The award is a fixed-price with economic-price-adjustment contract with a maximum $157,500,000 for procurement of commercial type environmental equipment.  Other location of performance is Michigan.  Using services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  There were twelve solicitations with twelve responses.  Type of appropriation is fiscal 2013 through fiscal 2018 Defense Working Capital Funds.  The date of performance completion is Nov. 26, 2017.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. 

            Nutriom LLC, Lacey, Wash.*, was awarded contract SPM3S1-13-D-Z189.  The award is a fixed-price with economic-price-adjustment contract with a maximum $32,946,000 for boil-in-bag dehydrated egg mix.  There are no other locations of performance.  Using services are Army and Marine Corps.  There were two responses to the Web solicitations.  Type of appropriation is fiscal year 2013 Defense Working Capital Funds.  The date of performance completion is Jan. 9, 2018.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. 

NAVY

            Rockwell Collins Inc., Cedar Rapids, Iowa, is being awarded a $53,768,655 firm-fixed-price contract for the manufacture and installation of three Block 1 modification aircraft kits and three Internet Protocol Bandwidth Expansion Phase 3 modification kits for the E-6B.  In addition, this contract includes the manufacture of four very low frequency transmit terminal kits for the Block 1A engineering change proposal and one trainer upgrade on the mission avionics systems trainer.  Work will be performed in Oklahoma City, Okla. (55 percent); Richardson, Texas (35 percent); and Patuxent River, Md.(10 percent), and is expected to be completed in February 2014.  Contract funds in the amount of $51,407,457 are being obligated on this award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-C-0004). 

            Rolls-Royce Corp., Indianapolis, Ind., is being awarded a $52,267,510 modification to a previously awarded firm-fixed-price contract (N00019-10-C-0020) to exercise an option for engine sustainment services for V-22 AE1107C engines in support of the U.S. Marine Corps and the U.S. Air Force.  The services to be provided include low power repairs, turboshaft engine support and fleet site support.  Work will be performed in Indianapolis, Ind. (80 percent), and Oakland, Calif. (20 percent), and is expected to be completed in November 2013.  Contract funds in the amount of $52,267,510 will be obligated on this award of which $50,378,962 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity. 

            Raytheon Co., Integrated Defense Systems, San Diego, Calif., is being awarded a $41,857,619 modification to previously awarded contract (N00024-10-C-2205) to exercise option year 4 for life cycle engineering and support services for Landing Platform Dock LPD-17 class Integrated Shipboard Electronic Systems.  Work will be performed in San Diego, Calif. (98 percent), Norfolk, Va. (2 percent), and is expected to be completed by December 2013.  Contract funds in the amount of $703,893 will expire at the end of the current fiscal year.  Contract funds in the amount of $7,295,810 will be obligated at the time of award.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

            BAE Systems Information and Electronics, Nashua, N.H., is being awarded a $41,385,564 modification to a previously awarded firm-fixed-price contract (N00019-12-C-0006) to exercise an option for 1,476 Advanced Precision Kill Weapon System (APKWS) II WGU-59/B Guidance Sections, shipping and storage containers, and support technical data.  Work will be performed in Nashua, N.H. (70 percent), and Austin, Texas (30 percent), and is expected to be completed in September 2014.  Contract funds in the amount of $41,385,564 will be obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity. 

            Lockheed Martin Global Training and Logistics, Orlando, Fla., is being awarded a not-to-exceed $26,619,869 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for Undersea Warfare product support.  This contract will cover procurement of Undersea Warfare product support.  This includes integrated logistics, training, equipment alteration and installation, fleet support and life cycle support across Undersea Warfare system programs.  The initial funding amount applied at contract award is $12,437,878.  Work will be performed in California (8 percent); Florida (8 percent); Hawaii (22 percent); Maine (3 percent); Mississippi (3 percent); and Virginia (56 percent), and is expected to be completed by November 2013.  Contract funds in the amount of $1,108,294 will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1).  The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-13-D-5250). 

            Overland Federal, LLC*, Ardmore, Okla., is being awarded $14,141,800 for firm-fixed-price task order #0006 under a previously awarded multiple award construction contract (N40192-10-D-2803) for infrastructure, wharf improvements, and utilities at Apra Harbor at Naval Base Guam.  The work to be performed provides for wharf strengthening, mooring and berthing system, utilities and wharf storm drain systems, electrical and communication systems, demolition and reconstruction of a generator building, and site improvements.  Work will be performed in Santa Rita, Guam, and is expected to be completed by June 2014.  Contract funds will not expire at the end of the current fiscal year.  Three proposals were received for this task order.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.  

            Lockheed Martin Mission Systems and Sensors, Manassas, Va., is being awarded a $12,276,792 cost-plus-incentive-fee modification to previously awarded contract (N00024-09-C-6247) to exercise an option for engineering service support of the AN/BVY-1 Integrated Submarine Imaging System (ISIS).  The AN/BVY-1 ISIS provides mission critical, all-weather, visual, and electronic search, digital image management, indication, warning and platform architecture interface capabilities for U.S. Navy submarines.  Work will be performed in Manassas, Va. (53 percent); Northampton, Mass. (34 percent); Virginia Beach, Va. (5 percent); Newport, R.I. (3 percent); Arlington, Va. (3 percent); and Fairfax, Va. (2 percent); and is expected to be completed by September 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

             Raytheon Co., Tucson, Ariz., is being awarded a $12,010,751 modification under a previously awarded cost-plus-fixed-fee contract (N00024-10-C-5432) to exercise an option for fiscal year 2013 Design Agent Engineering Services for the MK-31 Rolling Airframe Missile Guided Missile Weapon System, Guided Missile Launching System Support.  Support services maintain current weapon system capability, as well as resolve issues through design, systems, software maintenance, reliability, maintainability, quality assurance, and logistics engineering services.  Work will be performed in Tucson, Ariz., and is expected to be completed by September 2013.  Contract funds will not expire at the end of the current fiscal year.  Contract funds in the amount of $44,800 will be obligated at the time of award.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

WASHINGTON HEADQUARTERS SERVICES

            Washington Metropolitan Area Transit has been awarded a $13,247,000 task order on the blanket-purchase-agreement (HQ0034-12-A-0001-0004) to provide funding for Department of Defense transportation benefits for its employees. Work will be performed in Washington, D.C.  The blanket purchase agreement has an estimated completion date of Sept. 30, 2016. Washington Headquarters Service, Washington, D.C., is the contracting activity.

DOD Aids Sandy Recovery, Urges Authorization Bill Passage

WASHINGTON, Nov. 27, 2012 - The Defense Department continues its assistance with Hurricane Sandy recovery efforts, Pentagon Press Secretary George E. Little said here today.

About 1,000 National Guardsmen and more than 300 Army Corps of Engineers personnel remain in New York and New Jersey, he said.

"Our personnel have made a significant contribution to the recovery effort," Little said.

"Since the storm struck, the Army Corps of Engineers has installed 198 power generators in critical locations, and removed over 475 million gallons of water at 14 strategic sites -- the equivalent of 720 Olympic-sized swimming pools. They've also removed more than 340,000 cubic yards of debris," he said.

In addition, more than 9 million gallons of fuel and more than 6 million meals have been delivered to affected areas by the Defense Logistics Agency, Little said.

The fact that DOD can carry out such large-scale operations while simultaneously conducting operations in Afghanistan and around the world is a testament to the department's high level of readiness and its ability to plan for a wide range of potential contingencies, he said.

"I point this out because if Congress does not enact defense authorization legislation for fiscal year 2013 in a timely fashion, it could seriously hamper our ability to plan and to operate," Little said.

A number of adverse situations will arise if Congress fails to pass the 2013 Defense Authorization Act, he said.

"For example, important new military construction projects -- including critical infrastructure upgrades -- could not be initiated," he said.

"Authorities to provide counterterrorism support to law enforcement agencies and several important counter-narcotics authorities -- including support to the government of Colombia -- would expire," Little said.

For service members, bonuses and special incentive pay would end, Little said, hurting troop morale and potentially impacting recruiting and retention.

These examples explain why -- beyond preventing sequestration -- one of Defense Secretary Leon E. Panetta's highest priorities for the current Congressional session is for lawmakers to pass the defense authorization bill, he said.

"In the coming days, it is his hope that Congress comes together to help this department accomplish this mission by acting on this critical legislation," Little said.
